Description
Note: All responses to this IFB shall be mailed to Western AreaPower Administration, P.O. Box 6457, Phoenix, AZ 85005-6457. Physical address for hand carried bids: Western Area Power Administration, 615 S. 43rd Ave, Phoenix, AZ 85009. Western Area Power Administration has a requirement for a contractor to provide all labor, equipment, transportation and other resources to complete this project. The principal components of work include installing 17 new Government-furnished galvanized steel pole structures complete with concrete foundations, Government-furnished insulators, with contractor furnished hardware, 7,000 feet of new 954 KCMIL Rail ACSR conductor, contractor-provided overhead ground wire (OGW) assemblies, 3/8 OGW and vibration dampers for conductor and OGW and spare parts. Removal work includes removing 17 direct-embedded galvanized steel pole structures, one base-plated galvanized steel pole structure complete with partial concrete foundation removal, and approximately 6,700 feet of 954 KCMIL Rail ACSR conductor, which is to be used for splicing at other locations for this project. The Contractor shall also coat all exposed portions of new concrete foundations with anti-grafitti coating, and coat the bases of 12 existing galvanized direct-embedded steel poles with polyurethane coating. The work is located near the intersection of West Ina Road and North La Canada Drive as shown on drawing ORA-TUC 0003. The estimated magnitude of the project is between $1 Million and $5 Million. The NAICS code for the project is 237130 and the size standard is $33.5 Million. The work is located Pima County, Arizona. This is a 100% Full and Open Competition - Sealed Bids. All work is to be completed 120 days after Notice to Proceed. All responsible business concerns may submit a bid which shall be considered by the Agency. Any non-U.S. citizen (Foreign National) visiting or working at any Western Area Power Administration facility must receive prior written approval from the appropriate Western Security Manager. The solicitation, specifications and drawings, and any subsequent amendments will only be available in electronic format, downloadable from the internet. No CD-ROMs or hardcopy documents will be distributed. It is anticipated that the solicitation, specifications and drawings, will be available for download at http://e-center.doe.gov/ or http://www.fbo.gov ( http://www.fbo.gov/ ) (click on the link under Additional Info) on or about November 25, 2009. It is the responsibility of the bidders to monitor the website for notices and amendments. No phone calls will be accepted.
