- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is a not a total small business set-aside. This solicitation number is RFQ1333223 and solicitation is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-36. The National Institute on Drug Abuse (NIDA) on behalf of the National Institute on Aging (NIA) has a requirement for biological sample collection to support the epigenetics component of the Healthy Aging in Neighborhoods of Diversity across the Life Span (HANDLS) study (handls.nih.gov.) The collection will assist HANDLS clinical staff in acquiring buccal cells required to obtain DNA/RNA from participants to attempt to reach primary research objectives associated with the premature development of age-associated disease. Traditional DNA/RNA collection methods such as blood extraction are painful and limit the number of individuals that are willing to participate. The NIA requires a non-invasive specimen collection. The HANDLS study will also collect samples from participants off site of the Government facility. The collections must be able to remain at room temperature for long periods of time without DNA degradation. The requirement is for 1,066 buccal collection units on an annual basis. Shipments are to be in equal increments every 3 months. The period of performance is for one year and up to 2 additional one-year option period(s.) Specific evaluation criteria, in order of importance, are: (1) Ability to meet the technical specifications (2) ability to provide the products in a timely manner upon a request of shipment and (2) past performance. Offers will also be evaluated on best value in relation to price. Offerors must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications Commercial Items, with its offer. Clause at 52.212-4, Contract Terms and Condition Commercial Items, applies to this acquisition. Clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items, applies to this acquisition.
