Description
The National Aeronautics & Space Administration (NASA) and the Goddard Space FlightCenter (GSFC) have a requirement for the Global Precipitation Measurement (GPM) MicrowaveImager (GMI) instrument 2. The GMI Instrument is a 13 Channel radiometer whose corescience measures the Earths atmospheric moisture within 10.65 GHz through 183 GHz of themicrowave spectrum.In fiscal year 2009, the GPM Program Office was granted authorization from NASAHeadquarters to procure a second GMI instrument. The Contracting Officer issued asynopsis to industry through the Federal Business Opportunities indicating NASAsintention to procure GMI Instrument 2 thru a sole source with Ball Aerospace & TechnologyCorporation (BATC). There were no responses from industry to the synopsis. TheContracting Officer issued a Justification for Full and Open Competition (JOFOC) for theGMI Instrument 2 which was approved by the GSFC Center Director on May 8, 2009. Similar to the GMI 1 requirements, GMI Instrument 2 needs to be procured for placement ona Low Inclination Observatory Spacecraft in order to provide more frequent samplings ofprecipitation events.
