- The transportation Security Administration (TSA) intends to contract using other than full and open competition for the Secure Flight Program Management support services. Accordingly, the TSA intends to award a contract bridge extension (modification to existing contract) to CACI Inc. - Federal, 14151 Park Meadow Drive, Chantilly VA 20151. This bridge extension is only for a 1-month period of performance, beginning on November 9, 2009, with two additional 1-month options to extend services if determined to be necessary. This modification addresses the requirements for CACI to continue to provide services to support the Secure Flight Program Management Office (PMO) while a new contract for Secure Flight PMO services completes its acquisition process. These services include schedule management support, contracts management support, and budget/life cycle cost estimate (LCCE) management support. This is the same support that CACI is currently providing to the program. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, all proposals received thirty days after date of publication of this synopsis will be considered by the Government. The Government will notify parties of the outcome of any proposal submitted in response. A determination by the Government not to compete this proposed contract modification based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. While the Government realizes that many companies offer program management support services in the areas required for the Secure Flight program in this bridge contract, only CACI has the intimate knowledge of the current state of the Secure Flight program and its requirements over the short period of performance required for this bridge extension. It would be unrealistic and unreasonable to expect any other company to learn about the Secure Flight program, its current status, its needs and requirements, and be able to continue service at levels required by the Government within the timeframe required. It is the Government's intent to complete a competitive procurement for these services and this bridge extension is only in place to ensure services do not cease prior to the competitive award. Interested vendors who may wish to seek subcontracting opportunities under this "bridge" extension should contact the above named company directly.
