ASSEMBLY OVERALL HEIGHT IS APPROX. 7 INCHES AND OVERALL LENGTH APPROX. 44 INCHES. SPRAY RING DISTRIBUTES AND ATOMIZES FUEL FLOW INTO ENGINE PROVIDING OPTIMUM FUEL/AIR DISTRIBUTION AND COMBUSTION DURING AUGMENTATION. MATERIAL: NICKLE ALLOY. Not a small business set-aside. Qualified Sources: United Technologies (Cage: 77445), Woodward FST Inc (Cage: 65065) 9. Total Line Item Quantity CLIN 0001: 4EACLIN 0002: 3EA Contractor First Article Test may be required. 10. Qualification Requirements: Qualification Requirements apply. Dueto the complexity and criticality of this part, only actualmanufactures that have successfully completed all testing required bythe original company responsible for the design, or manufacturers thathave successfully completed all testing on items determined by thegovernment to be similar in complexity and criticality and can beconsidered approved sources for this item. 14. Export Control: Foreign owned firms are advised to contact the contracting officer or program manager before submitting a proposal to determine whether there are restriction on receiving an award. 15. UID: Note to Contractor: If unit price exceeds $5,000 then UIDrequirements will apply. 16. Mandatory Language: IAW FAR 5.207(c)(15)(i), All responsible sources may submit a bid, proposal, or quotation which will be considered by the agency New Material Solicited. Electronic procedures will be used for thissolicitation. Hardcopies of the solicitation will not be sent fromthis office. The solicitation will be available for download only atwww.fbo.gov. Whenrequested, the Ombudsman will maintain strict confidentiality as tothe source of the concern. The Ombudsman does not participate in theevaluation of proposals or in the source selection process. Based upon market research, the Government is not using the policiescontained in Part 12, Acquisition of Commercial Items, in itssolicitation for the described supplies or services. However,interested persons may identify to the contracting officer theirinterest and capability to satisfy the Government's requirement with acommercial item within 15 days of this notice. Note: While price will be a significant factor in the evaluation ofoffers, the final contract award decision may be based upon acombination of price and past performance factors as detailed in thesolicitation. Government's obligation under this contract is contingent upon theavailability of appropriated funds from which payment for contractpurposes can be made. No legal liability on the part of theGovernment for any payment may arise until funds are made available tothe Contracting Officer for this contract and until the Contractorreceives notice of such availability, to be confirmed in writing bythe Contracting Officer EXPORT CONTROLLED DATA : This acquisition may/does involve technologythat has a military or space application. The only US contractors whomay participate are those that are certified and registered with DLSC(1-800-352-3572) and have a legitimate business purpose. UScontractors must submit a copy of their current, approved DD Form 2345with their request for solicitation. The form, including instructionsfor completing the form, is available athttp://www.dtic.mil/whs/directives/infomgt/forms/forminfo/forminfopage2220.html. The solicitation/data package will be mailed to the data custodianidentified in block 3 of the DD Form 2345. The extent of foreignparticipation has not yet been determined. MOU country sources mustcontact the Contracting Officer within 15 calendar days of the date ofthis synopsis notice to receive a copy of the solicitation at the timeit is initially issued. Issuance of the RFP will not be delayed toreview requests from MOU country sources received after 15 days orfrom non-MOU country sources. Nothing in this notice contradictsother restrictions, identified in the synopsis notice or solicitation,regarding eligible sources (e.g., if this is a small-businessset-aside, foreign sources may not participate as potential primecontractors but could, if otherwise eligible, participate assubcontractors). Award will be made only if the offeror, the product/service or themanufacturer meets qualification requirement at time of award, inaccordance with FAR clause 52.209-1 or 52.209-2. The solicitationidentifies the office where additional information can be obtainedconcerning qualification requirements and is cited in each individualsolicitation.
