- Description
- The Social Security Administration (SSA) located in Baltimore, MD has a requirement for an establishment where money is stored for saving or commercial purposes or is invested, supplied for loans or exchanged and is a FDIC member institution to provide banking services to implement and maintain a Third Party Payment System (TPPS) that will allow SSA to issue selected payments using payment instruments. Payment instruments mean drafts, checks or other similar negotiable instruments that will be printed and provided by the Government Printing Office. The contractor shall service up to 6,000 SSA cashiers in approximately 1,500 SSA offices worldwide. SSA expects to issue in fiscal year 2010 approximately 300,000 payments equaling an estimated $110,000,000. The SSA TPPS shall require 1 master account and 15 subsidiary accounts. The contractor shall provide for an additional 5 subsidiary accounts for future expansion if required. Each subsidiary account shall have 1-350 subaccounts. SSA will reimburse the contractor daily on a "payment instruments paid" basis for the amounts on the payment instruments with funds made available to the contractor by same day payment, Fedwire or Electronic Funds Transfer. The contractor shall provide controlled disbursement services for all accounts and notify the SSA no later than 10:30 a.m., Eastern Standard/Daylight Savings time with the total clearings on each account. This requirement will be procured utilizing procedures in the Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items and Part 13.5, Test Program for Certain Commercial Items. The North American Industry Classification (NAICS) code for this requirement is 522320. The size standard is $6.0 million. SSA anticipates awarding a firm-fixed price contract for this effort. The period of performance shall be for one year (12 months in duration), with four one-year options, if exercised. This is a requirement for the establishments identified above and who are FDIC member financial institutions. Responsible offerors who meet the criteria may submit proposals to the agency. It is anticipated that the Request for Proposal will be issued on or about November 23, 2010. The RFP will be issued under solicitation SSA-RFP-10-1201. The solicitation and any related documents for this procurement will be made available only through electronic media for downloading via the internet at Federal Business Opportunities (FedBizOpps) at http://www.fedbizopps.gov. No paper copies of the solicitation will be available. Potential offerors shall be responsible for monitoring the internet site for release of the solicitation, amendments (if any), and responses to any questions submitted in accordance with the solicitation provision.
