Description
The Social Security Administration (SSA) intends to negotiate solely with T.I.S. America, Inc., 591 North Avenue, Wakefield, MA 01880 for the renewal of annual maintenance services for its Top Image Systems and eFlow Freedom software. This Government owned subsystem is an integral part of the Integrated Image Based Data Capture System (IIBDC) at the Wilkes Barre Data Operations Center. This procurement will be negotiated under the authority of the Services Acquisition Reform Act of 2003 (41 U.S.C. 428a) as set forth in Federal Acquisition Regulation (FAR) 13.501(a)(2)(ii). Required services include maintenance of Government owned software, onsite and telephone support and travel. Maintenance services include updates, upgrades and fixes. This requirement will be for one year beginning with the issuance of a purchase order. This procurement will be accomplished in accordance with Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items. The NAICS code for this procurement is 511210 and the small business size standard is $25 million. O n-site support, as needed, with best efforts to provide a 4-hour response item is also included with maintenance. Under the authority provided in Federal Acquisition Regulation 13.106-1(b), the Contracting Officer has determined that the circumstances of the contract action deem only one source reasonably available. Interested parties are invited to submit information concerning their capabilities, experience, and other data pertinent to their ability to maintain TIS and eFlow Freedom no later than 3:00 p.m. ET November 6, 2009. Pricing data may be submitted. Written responses must provide clear and concise documentation indicating your firm's capability to provide the proprietary software services. This is not a request for proposal and the Government does not intend to pay for information submitted. Respondents will not be notified of the results of an evaluation of the information received. No contract award will be made on the basis of responses received; however, this information will be used in SSA's assessment of capable sources. Responses to this notice should refer to TISFY10. The size limitation for email attachments is 10 megabytes per individual email message. Only email responses will be permitted. If after November 6, 2009 no viable responses have been received in response to this announcement, SSA shall initiate negotiations solely with T.I.S. America, Inc.
