Description
This is a Sources Sought synopsis for acquisition planning purposes. No formal solicitation for this work exists at this time. All qualified concerns may submit capability statements for consideration. Capability statements received will be reviewed to determine the availability of contractor's with the technical level of expertise, administrative and management capability to perform the effort described below. This capability statement will be used to determine the overall procurement strategy. The Bureau of Reclamation, Lower Colorado Region has a requirement for vegetation maintenance services to control the growth of nonnative plant species on approximately 253-266 acres of shallow water areas, transition zones and upland zones at Hart Mine Marsh (HMM), located at the southern end of Cibola National Wildlife Refuge in Arizona. Maintenance on this area will be required for a 2 year term. The Government is including 3 Option Provisions in this acquisition, each with a 12 month performance period. The Options may or may not be invoked depending on need and on available funding. The North American Industry Classification System (NAICS) Code for this acquisition is: 561730 - Landscaping Services. The small business size standard for NAICS Code 561730 is $7 million. The successful awardee will be required starting in the spring of 2010 to provide all personnel, equipment, tools, materials and supervision needed to maintain Hart Mine Marsh's construction foot print. When the formal solicitation issue, it will require all offerors to submit a Marsh Vegetation Maintenance plan that clearly demonstrates previous experience doing this type of work in the Lower Colorado Region and display knowledge of herbicides, salt tolerant native species and other plant species in this area. The maintenance plan should also detail the techniques (i.e., hand cutting, weeding, herbicide application, etc.) to be used to control establishment and encroachment of nonnative species within the planted areas and provide a schedule with details of control efforts, activities and timing of these activities. Control activities may be variable throughout the growing season; however the aggressive and invasive nature of nonnative species will likely dictate frequent control intervals. Invasive species control will enable native species to adequately colonize the marsh and develop into the desired marsh habitats. Firms interested in this effort are invited to submit capability statements in response to this request. The capabilities package submitted should demonstrate the firm's ability, capability, and demonstrated responsibility in performing the principal components of work listed above. Packages should include the following information: (1) Firm's name, address, telephone and fax numbers, business size and type ( 8(a), HUB Zone, Service Disabled Veteran, Small Business, Large Business, etc.), and point of contact to include e-mail address and telephone number; (2) Demonstration of the firm's experience shown by providing a list of similar efforts completed within the past 4 years including, the project title, location, detailed descriptions of the effort, dollar value, contract award and completion dates, and the customer's name and telephone number; (3) Estimated performance period and (4) Commercial Terms and Conditions including payment provisions and intervals. Capability statements are to be submitted not later than 12:00 P.M. Local Time on November 17, 2009.
