- A number of US firms have asked additional questions to ANP regarding the feasibility study. We have received the following response from ANP. Unfortunately, they have provided the answers only in French. 1. (Section 1: INTRODUCTION, 1.1 BACKGROUND SUMMARY): Is it the customer's intent to make the use of "underwater inspection and diver detection sonar equipment" a requirement for the implementation of a Security and Surveillance System, or are these merely examples? Réponse : L'utilisation d'un sonar pour l'inspection sous marine et la détection de plongeurs n'est pas l'objectif premier de l'étude. Cette utilisation n'est qu'un exemple. Cependant, le consultant peut le proposer. 2. (ANNEX 1, 1-10 (page), 1.3 THE NEED FOR SECURITY AND SURVEILLENCE SYSTEM): The threat serves as the baseline for the commencement of any assessment. Is it the customer's intent to provide the Security Subject Matter Expert (SME) access to intelligence and law enforcement agencies to gain insight into the current and anticipated threat? Réponse : Le but de l'ANP pour la réalisation du Projet VTS aux ports de Casablanca et Safi est strictement réservé au trafic portuaire et aux navires entrant et sortant. 3. (ANNEX 1, 1-11 (page), 2.3 PORT SECURITY AND SURVEILLENCE SYSTEM): Is it the customers intent or desire to have a standalone Port Security and Surveillance System. Would it be acceptable to integrate both capabilities, i.e., Security and VTMS, into a single system? Réponse : La réponse à cette question est oui. 4. (ANNEX 1, 1-12 (page), 2.3 (10) PORT SECURITY AND SURVEILLENCE SYSTEM): It is imperative to understand the specific responsibilities, jurisdictions, and affiliations of all departments and agencies working to prevent and/or respond to a safety/security event. Will the Security SME be allowed to interview members of these departments and agencies as well as review their Standard Operating Procedures, e.g., command & control; communication; intelligence fusion; tactics, techniques, and procedures, etc.? Réponse : Sécurité et sûreté pour une Autorité portuaire telle que l'ANP sont comprises dans le cadre de l'application du Code ISPS strictement. 5. (ANNEX 4, Grant Agreement Btwn USTDA and ANP, page 8 (item 20)): To provide an effect final feasibility study regarding Safety and Security, recommendations will potentially involve specific technologies and/or methodologies that may have International Traffic in Arms (ITAR) implications. Does the customer foresee ITAR as being a potential issue? Réponse : La réponse à la question 5 ne relève pas des attributions de l'ANP. 6. (ANNEX I, I-1 (page), Site Survey): Is it the customer's intent for the Feasibility Study Team to spend 1.5 weeks in each of the two locations, i.e., is there a requirement for the team to spend a total of three weeks on-site regardless of the progress associated with the effort? Réponse : La durée du séjour est fonction du premier contact sur le terrain. Il nous semble qu'une semaine et demi est raisonnable. 7. (ANNEX I, I-3 (page), Task 5): Is it the customer's intent to install a completely new system(s)? Other than supporting infrastructure, e.g., power sources, facilities, etc., are there other capabilities that will need to be integrated into the new system(s), e.g., existing radar, cameras, monitoring systems, etc.? Réponse : Au port de Safi, il est nécessaire d'installer un système totalement neuf. Dans ce port, les infrastructures (locaux) et l'alimentation sont disponibles Au port de Casablanca, le VTS existe. Il faut le moderniser pour intégrer d'autres fonctions. Dans les deux ports, il est nécessaire que le système VTS intègre l'interfaçage avec le système AS 400 en cours dans ses deux ports pour le mouvement des navires. Au port de Casablanca, il doit intégrer les caméras de surveillance et le système d'archivage.
