Small Business Set-Aside: Total Small Business
Description: The solicitation will be available at the Federal Business Opportunities website at http://www.fbo.gov on or about November 19, 2009. PAPER COPIES OF THE SOLICITATION WILL NOT BE ISSUED. The solicitation number will be issued as doccument number N9512090037. The National Park Service, Olympic National Park, has a requirement for fire and security alarm system design, construction, maintenance, and monitoring of thirteen structures in the Headquarters Area of Olympic National Park. All thirteen structures require a fire alarm system. Seven of the thirteen structures also require a security alarm system. Four of the thirteen structures are historic and will require consultation with the park's Historical Architect during the design and installation phases. The intent of this project is for an experienced contractor to provide the design, and perform the work necessary to complete fire and security alarm system upgrades and installation, as well as system maintenance and monitoring, under a single contract; which will include 24/hour-7-day-a-week monitoring for one base year plus four option years, as a separate line item from the initial design and installation work. The work is to be accomplished at Olympic National Park, Headquarters Complex, Port Angeles, Clallam County, Washington. This procurement is a Request for Quotations (RFQ) subject to the provisions of Federal Acquisition Regulation (FAR) Parts 12, 13 and 17. This RFQ will result in award of a Firm-Fixed Price contract for one base year plus four option years. In addition, this RFQ was originally issued as a small business set-aside. The previous amendment (E951209D037) changed the set-aside from "small business" to "full and open." That change was incorrect and made in error. This acquisition is not full and open, and is hereby changed back to the original "Small Business Set-Aside." Small businesses concerns are encouraged submit a quote that shall be considered by the agency. The North American Industry Classification System (NAICS) is 561621. The small business size standard is $12.5 million (average annual gross receipts over past three years). All offerors must be registered in the Central Contractor Registration (CCR) database at http://www.ccr.gov, in accordance with FAR Clause 52.204-07 Central Contractor Registration. Offerors must also be registered in the Online Representations and Certifications Application (ORCA) database at http://orca.bpn.gov, in accordance with FAR Clause 52.212-3, "Offeror Representations and Certifications - Commercial Items."
