- THIS IS A SOURCES SOUGHT NOTICE ONLY. This is NOT an Invitation for Bid or Request for Proposal. THERE WILL NOT BE A SOLICITATION, SPECIFICATIONS, OR DRAWINGS AVAILABLE AT THIS TIME. The Wilmington District, US Army Corps of Engineers is seeking qualified members of the Small Businesses Community (Small Businesses (SB), Small Disabled Small Business (SDB), Woman Owned Small Businesses (WOSB), Service Disabled Veteran Owned SB (SDVOSB), Historically Underutilized Business Zone (HubZones), and Section 8(a) Participants) or small business-led teams, and small business joint ventures concerns that qualify under the North American Industry Classification System (NAICS) Code 237310 - Highway, Street, and Bridge Construction capable of performing the below construction project requirement located at Military Ocean Terminal Sunny Point, Southport, NC. The work will consist of expanding existing paved facilities for the 300-series pads. The work includes the extension of four roads, widening pad access roads, widening turning radius at the pad entrance intersections, and regrading and paving small island area between 300-series pads access roads. Work shall include but not be limited to clearing and grubbing, grading, backfilling, paving including base, and storm drainage. This announcement is part of our market research, and responses are sought to identify sources that have the knowledge, skills, and capability to perform the work. Interested contractors, including small businesses and small business-led teams that qualify under NAICS Code 237310, are hereby invited to submit a response to the market survey to demonstrate their technical, managerial, and business capability to provide the requested services. It is anticipated that the Government will issue a firm-fixed price contract. The Magnitude of Construction is between $1,000,000 and $5,000,000. The period of performance for the requirement is approximately 150 days. This notice is provided as information to the marketplace and is an invitation for an expression of interest and demonstration of small business capability to perform the anticipated work. The Government will not pay for the provision of any information, nor will it compensate any respondents for the development of such information. Upon review of industry response to this Sources Sought Notice, the Government will determine whether a set-aside acquisition in lieu of full and open competition is in the Government's best interest. Please provide a Statement of Capability (SOC) package (no more than 5 pages in length, single spaced, 10 point font minimum) stating the skills, experience, and knowledge required to perform the specified type of work. This SOC should be a brief description of the companys capabilities. The documentation shall address, at a minimum, the following: (1) Relevant Experience to include experience in performing efforts of similar value, size, and scope within the last five years including contract number, indication of whether your firm acted as a prime or subcontractor, contract value, Government/Agency point of contact and current telephone number, and a brief description of how the contract relates to the technical services described herein. (2) Company Profile to include the following: a. Number of employees b. Office location(s) c. Available bonding capacity per contract d. DUNS number e. CAGE Code f. Small business designation/status claimed. (3) Bonding Information (on the bonding companys letterhead) that the company has the capability to provide bonding up to $5 million. Receipt of potential offerors SOC shall be no later November 10, 2009 by 3:00 pm EST.
