- This Request for Information (RFI) is issued to locate different contractors that would be able to respond to a #2 fuel oil spill at the following locations 24 hrs/day and 365 days/year: ATF Canine Enforcement Center 122 Cavalry Dr. Front Royal, VA 22630 One 4,000 gallon tank of #2 Fuel Oil ATF National Canine Training and Operational Center Kennels Facility 828 Harmony Hollow Rd. Front Royal, VA 22630 One 10,000 gallon tank of #2 Fuel Oil ATF is requesting the capabilities and past performance of small business contractors interested in providing these services. Interested small business contractors including small disadvantaged business, women-owned small businesses, 8(a)s, HUBZones, veteran-owned small businesses, and service disabled veteran-owned small businesses are encouraged to respond. Contractors will be notified by ATF that there is a spill or leak from one of the two #2 fuel oil tanks at the above locations. ATF would expect a response time to the facility to be less than two hours. Upon arrival, the initial task for the vendor will be to minimize the flow of oil into Happy Creek from either of the two fuel oil tanks, and to keep the spill contained in as small an area of the creek as possible. The flow could be stopped utilizing diking material, absorbent pads, sand, or anything else that would stop the flow. After oil flow has been stopped, the vendor would use vacuum trucks, oil pads, squeegees, etc., to clean up contaminated soils and other material. Clean up of the parking lot, adjacent soils, and the creek itself would have to be completed to the satisfaction of the Virginia Department of Environmental Protection. ATF and the contractor would jointly agree to specific tactics to contain and clean up the spill. Payment would be on a time and materials basis. This request for information is for planning and informational purposes only and shall not be considered as a request for proposal or as an obligation on the part of the Government to acquire any products or services. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of contractor submission of responses to this synopsis or the Government's use of such information. The Government reserves the right to reject, in whole or in part, any contractor's input resulting from this synopsis.
