Description
The Naval Air Systems Command (NAVAIR), NAS Patuxent River, Maryland, Program Management Office (PMA-234), has a requirement for production of the Low Band Transmitter-Antenna Group (LBT-AG). This requirement is being competed under solicitation number N00019-10-R-0019 on a full and open basis. The applicable NAICS code is 334511, Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing. The LBT-AG will be produced in accordance with a build-to-print technical data package (TDP) that will be available from the Government by request after release of the solicitation. The LBT-AG, when integrated into the EA-6B or EA-18G Tactical Jamming System (TJS), provides the capability to effectively jam hostile, low frequency radar and communications signals in a tactical environment. The LBT-AG system includes four (4) Weapons Replaceable Assemblies (WRAs): one (1) Countermeasures Transmitter, which consists of a basic enclosure package with environmental conditioning, power supplies, control & monitoring electronics, and a full-band RF power amplifier; one (1) Vertically Polarized (VPOL) Antenna; one (1) Horizontally Polarized (HPOL) Antenna, and one (1) Band 2 Interface Adapter. The Government anticipates this solicitation will result in a single award of a firm fixed price (FFP) contract with a period of performance including a basic year and four (4) one year options. NAVAIR will release the solicitation, including any subsequent amendments, only over the Internet. NAVAIR will post the solicitation on the NAVAIR home page which is located at http://www.navair.navy.mil and can be accessed using Netscape Navigator or Internet Explorer. To access the LBT-AG solicitation on the NAVAIR home page, select “Doing Business With Us”, and then “Open Solicitations” under the heading entitled “Selling Products and Services to NAVAIR.” The LBT-AG solicitation will be listed under N00019-10-R-0019. The Technical Data Package (TDP) for the LBT-AG program has been marked with a “Distribution D” statement pursuant to DoD Directive 5230.24. Additionally, distribution is restricted by U.S. export control laws, and offerors shall comply with DFARS 252.204-7008 and NAVAIR Clause 5252.227-9508. The technical data package (TDP) will NOT be posted with the solicitation on the NAVAIR home page. The technical data package (TDP) will be provided on CD-ROM only. The TDP must be obtained directly from the NAVAIR Contracting Office by submitting a written request to both Sandy Strong at cecily.strong@navy.mil and Michael D. Mumford at michael.mumford@navy.mil. With their written request for the technical data package (TDP), offerors must provide their FedEx (or commercial equivalent) account number for shipment of the TDP, along with the name, address, and phone number of the offeror’s designated person(s) to receive the TDP. To validate the controlled document release, this request must include: the potential offeror’s company name, mailing address, phone number, point of contact, email address (if available), current CAGE number, DUNS number, proof of current security authorization, and disclosure of foreign ownership, if any. In addition, the written request must include a certification and acknowledgement of the offeror’s status and responsibilities as set forth in NAVAIR Clause 5252.227-9508. Upon verification of the offeror’s certified status and acknowledgement, the requested TDP documents will be provided. Offerors are instructed to submit any inquiries regarding this solicitation electronically to the NAVAIR points of contact Ms. Sandy Strong (Cecily.Strong@navy.mil) and Mr. Michael Mumford (Michael.Mumford@navy.mil). For all inquiries, offerors shall place in the subject line: Q&A for LBT-AG Solicitation N00019-10-R-0019. Answers to submitted inquiries will not be answered separately but will only be posted on the NAVAIR solicitation home page under solicitation N00019-10-R-0019.
