Description
Request for Information or Solicitation for Planning Purposes (Oct 1997) (a) The Government does not intend to award a contract on the basis of this solicitation or to otherwise pay for the information solicited except as an allowable cost under other contracts as provided in subsection 31.205-18, Bid and proposal costs, of the Federal Acquisition Regulation. (b) Although “proposal” and “offeror” are used in this Request for Information, your response will be treated as information only. It shall not be used as a proposal. (c) This solicitation is issued for the purpose of: sources sought only. Description: The government is seeking sources for aircraft capable of performing the following requirements utilizing long-range aircraft capable of flying a minimum distance of 3,500 nautical miles while carrying a productive payload (defined as 75 percent of the maximum payload it is capable of carrying). Aircraft offered must have an average fuel burn rate of less than 3.75 gallons per mile. Aircraft must be equipped to operate in EUROCONTROL and North Atlantic Minimum Navigation Performance Specification airspace and possess the applicable VHF, Mode-S, RNP, and RVSM communication and navigation capabilities. Aircraft must be configured with 30 – 50 passenger seats with 10 – 12 463L pallet positions on the main deck and be able to carry an estimated maximum ACL of 55,000 lbs. Average pallet weights are between 1.2 and 1.6 tons per pallet. Contractor must be able to support selected current weekly schedules on the following routes: o Travis (KSUU) - Hickam (PHIK) - Kwajalein (PKWA) and return o Hickam (PHIK) - Wake Is (PWAK) and return o Hickam (PHIK) - Kwajalein (PKWA) and return o Yokota (RJTY) - Singapore (WSAP) - Diego Garcia (FJDG) and return o Yokota (RJTY) - Singapore (WSAP) - Diego Garcia (FJDG) - Bahrain (OBBI) and return o Patrick (KCOF) - Ascension (FHAW) - Antigua (TAPA) and return o McGuire (KWRI) - Baltimore (KBWI) - Lajes (LPLA) and return o McGuire (KWRI) - Baltimore (KBWI) - Thule (BGTL) and return Carrier must be FAR Part 121 certified and be a member of the Civil Reserve Air Fleet (CRAF). Service shall be for a base year plus 2 option years. Request responses NLT 18 Nov 09 with an estimated time line when the aircraft will be available for use.
