REQUEST FOR INFORMATION Action Code: Special Notice Posted Date: 3 November 2009 Contracting Office Address: Department of the Air Force, Air Force Material Command, AFRL - Rome Research Site, AFRL/Information Directorate, 26 Electronic Parkway, Rome, NY 13441-4514 Title/Subject: Command, Control, Communications Integrated Information Systems (CCCIIS) Response Date: 13 November 2009 Description: This Notice does not restrict the Government regarding the ultimate acquisition approach that may be taken in the future. No telephone calls will be accepted requesting a bid package or solicitation. There is no solicitation at this time. This is a Request for Information, a market survey for written information only from any and all sources (not limited to small businesses). The Government does not intend to otherwise pay for the information provided except as an allowable cost under other contracts as provided in subsection 31.205-18, Bid and proposal costs, of the Federal Acquisition Regulation. There is a related Sources Sought Notice posted under Solicitation No. PCSN E91378 - CCCIIS dated 22 Oct 2009 and modified on 3 November 2009 that will also be used for market research and small business set-aside decision. This announcement is issued for the purpose of the Air Force Research Laboratory (AFRL) seeking industry input regarding a Commercial Off The Shelf (COTS) or Government Off The Shelf (GOTS) functional equivalent to the COTS SMART.neXt system. SMART.neXt is a messaging system capable of processing various message formats, including Defense Messaging System (DMS), legacy AUTODIN, and eXtensible Markup Language (XML), and it serves as a message guard between security enclaves. It is a messaging front-end communications processor to interface with existing organizational messaging backsides including the DMS. This system supports Cross Domain messaging transport requirements. The system is accredited to operate at a minimum security level of Protection Level (PL) 4 as described in the ICD 503 and is listed on the Unified Cross Domain Management Office - Cross Domain Inventory v3 as a system available for re-use. The following are high level functional requirements that a COTS or COTS system would have to provide to be a functional equivalent to SMART.neXt: • Provide an organizational messaging front-end capability to support a wide variety of messaging systems for processing General Service (GENSER), Defense Special Security Communications System (DCSSCS), and DMS message traffic. • Automatically process message switching, format and security validation for organizational message communications within the DoDIIS AUTODIN Bypass System (DABS), the Defense Messaging System (DMS), the National Gateway Center (NGC), and other information message processing systems primarily on the Joint Worldwide Intelligence Communication System (JWICS) and Secure Internet Protocol Router Network (SIPRNET). • Certified at PL 4 for two-way cross domain message routing under Intelligence Community Directive (ICD) 503, Community National Security Systems (CNSS), for both GENSER and DCSSCS message traffic. • Certified by Defense Information Systems Agency (DISA) Product Review Team (PRT) as a Multi-Function Interpreter (MFI) requirements for DMS traffic. • Correct addressing validation is accomplished by accessing a Plain Language Address (PLA) database for legacy messages and the DMS Full Service Directory (FSD) for DMS messages. • Provide message archiving and retrieval capability. • Provide automatic concatenation and release, archiving, and retrieval of sectioned messages. • Perform automatic message validation and Routing of the following formats: o DSCCS Operation Instructions (DOI) 103 & DOI 103M o Joint Army and Navy Air Force Publication 128 Procedures o Allied Communications Publication (ACP) o Department of Defense 173 o ACP 123 o ACP 120 o DOI 103 and DOI 103M o ACP 128 o DD173 o ACP 127 o ACP 127 State o ACP 126 • Performs the automatic message format conversions during transmission: o ACP 127 - ACP 128 o ACP 128 - ACP 127 o DOI 103 - DOI 103M o DOI 103M - DOI 103 o ACP 128 - ACP 126 • Performs the following automatic message format conversions during receipt: o Legacy to DMS o DMS to Legacy o ACP 126 to ACP 128 o DD 173 to DOI 103 o DD 173 to DOI 103M o DD173 to ACP 128 o DD173 to ACP 126 • Supports the following messaging protocols and interfaces: o Mode I o Mode II o FDMP/HDLC o FDMP/DDCMP Sync o FDMP/DDCMP Asynch o FDMP/TCP/IP o SMTP o X.400 o EVCP o CMI o DST • Perform the following DMS Guard Functionality: o Dirty Work Search o Attachment Filtering  Attachment identification  Bi-directional filtering  Originator/Recipient notification of attachment action • Certified to process Emergency Action Messages (EAM) • Endorsed by Unified Cross Domain Management Office for cross domain data transfer. The Air Force Research Laboratory (AFRL) is seeking industry input regarding a Commercial Off The Shelf (COTS) or Government Off The Shelf (GOTS) functional equivalent to the COTS SMART.neXt system. Given the above functional, Certification and Accreditation (C&A), and interface requirements, is there a functional equivalent COTS or GOTS system to SMART.NeXt?
