- THIS IS A PRESOLICITATION NOTICE - THIS IS NOT A REQUEST FOR PROPOSAL. The VISN 19 Rocky Mountain Network Contracting Center, 4100 E. Mississippi Ave, Glendale proposes to enter into a single award contract to provide Pathology services for the Cheyenne VA medical center. Services shall be for a base period with four one-year pre-priced options for renewal. The solicitation package should be available for download on or about 18 November 2009. The NAICS is 621511 and the small business size standard is $13.5M. This solicitation will be set aside for a small business. The contractor(s) shall provide all management, personnel, security clearance, space and equipment necessary to perform pathology services. Services shall be performed at either the contractor's place of business, or on the premises of the Cheyenne VA Medical Center in Cheyenne Wyoming. The contractor shall perform comprehensive anatomic pathology. In addition, the contractor shall consult with medical technologists on various clinical questions concerning hematology, coagulation, microbiology, urinalysis, chemistry, immunochemistry, and blood bank issues to include review of hematology slides for abnormal and difficult cellular determinations and recommended medical follow up by the practitioners. The contractor shall also review, input, approval, and signature on written laboratory procedure manuals and policies. The contractor shall provide 24 hour, 7 days/week, 52 weeks/year availability to the Medical and Laboratory staff of the VA Medical Center, primarily in the areas of blood bank and anatomic pathology. The contractor(s) shall be available, on an on call basis to respond for emergency cases within one hour of notification. The following technical factors will be used to evaluate all offers/proposals: technical capability, past performance and price. No hard copies of the solicitation will be provided. All documents will be available on this website. All responsible sources may submit a proposal which shall be considered by the VISN 19 office.
