Description
The Electronic Systems Center (ESC), OL-AA 950th ELSG, Network Warfare Systems Program Office, is conducting market research and as such is requesting information from Industry about standards, design, and implementation approaches to assist in establishing the necessary information to construct a contract for Digital Audio Analysis. THIS IS A REQUEST FOR INFORMATION ONLY. It is not a request for Proposal, A Request for Quotation, an Invitation for Bid, a solicitation, or an indication the US Air Force or ESC will contract for the items contained in the RFI. ESC will not pay respondents for information provided in response to the RFI. The RFI is being conducted to determine potential approaches to satisfy a requirement to develop an automated way to differentiate and categorize telephony call progression audio recordings that are based on the recommendations produced by the International Telecommunication Union Telecommunication Bureau of ITU (ITU-T). The system ! envisioned must have the ability to discreetly identify the differences between each type of call progress tone (i.e. busy signal or phone ringing). Further, the system should quickly identify and categorize a specific type of progress tone (i.e. a busy signal) based on the pattern of the signal, even though there are potentially parametric variations (frequency, duration, signal strength) of the signal type. The system is envisioned to evolve from pattern recognition and be extensible to other pattern matching problems such as bit streams and other digital signals.
