- Amendment 0001-Due to a computer system upgrade taking place an amendment will not be issued on an Standard Form (SF) 30. The purpose of this amendment is to provide answers to questions which were submitted. This amendment also will extend the close time from 8:00 a.m. MST on 4-Nov-2009 to 11:30 a.m. MST on 4-Nov-2009. Q1. Regarding Solicitation W9124R-10-T-1001 for Helicopter Services, the solicitation specifies two helicopters, one single-engine and one twin-engine. Are you requiring that each vendor provide both helicopters, or would you be willing to entertain offers for one of the two helicopters? A1. Each Offeror must provide the two helicopters as specified within the solicitation. Q2. I'am a retired SFC with a small helicopter company. I would like to know if I can start bidding on contracts. A2. Yes. You must following the instructions set forth within the solicitation. Q3. Is there a similar or current contract in place at Ft Greely? A3. Yes. Q4. Will the Government / DOD provide facilities at AAA for hangaring and servicing aircraft? A4. No. Q5. Is this a contract extension or and new start? A5. This is a new contract. Q6. What altitudes would the aircraft be flying? What is tha max altitude on any mission? A6. The majority of work will be performed at 3,000 feet and below Above Ground Level (AGL), however the ability to fly to and land at 12,500 feet Above Sea Level (ASL) is required. Q7. What are the distances for the missions? What kind of endurance does the aircraft need? A7. 50 miles one-way would be the maximum distance for a mission. Q8. For the requirements (each aircraft): One 3 passenger aircraft (is it plus 500lbs of gear?) for the 5 passenger aircraft, is it plus 500lbs of gear plus 2,000 lbs sling load capability or one or the other? A8. As specified within paragraph C.1.1. of the Performance Work Statement (PWS) contained within this solicitation it states that the Contractor shall provide (2) helicopters. The first helicopter (single engine) shall be capable of carrying up to three passengers in arctic clothing. The second helicopter (twin engine) shall be capable of carrying up to five passengers in arctic clothing and up to 500lbs of gear. The second helicopter shall also have a sling load capability of up to 2,000 lbs. Q9. Can we bid on this solicitation with the intent to provide a Bell UH-1H/703, restricted category helicopter? A9. Any proposed helicopter shall comply with the requirements contained within the solicitation. Q10. Is it possible to bid on the 3 passenger helicopter only? A10. See A1. above.
