Description

The Bureau of Reclamation intends to solicit and negotiate on a sole source basis with Chairel Custom Hay, Inc., 10250 N Intake Blvd., Blythe, California 92225-9357 to acquire farming and irrigation services at the Palo Verde Ecological Reserve (PVER) restoration site, located north of Blythe, California through June 2011. The land, owned by the State of California, is currently under lease for the purpose of farming until June 2011. The lessor is California State Department of Fish and Game (DFG). The lessee, Chairel Custom Hay, is the only Contractor authorized by DFG to work on this land. Therefore, Reclamation has identified Chairel Custom Hay, Inc. as the sole source capable of providing the farming and irrigation services required by Reclamation for the PVER. A Justification for Other than Full and Open Competition was prepared and approved to support this sole source action on June 20, 2007. This is a Notice of Intent only and not a request for a Proposal or an announcement of a solicitation. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. The Government will not pay for any materials furnished in response to this synopsis. Submittals furnished will not be returned to the sender. All responses received by Nov 16, 2009 will be considered by the Government. A determination by the Government not to compete this proposed action based on responses to this notice is solely within the discretion of the Government. All responses should include the firm's business size [e.g. small business or other than small business] in accordance with the size standard of $6.5 Million for North American Industry Classification System (NAICS) Code 115112. This notice may represent the only official notice of the proposed contract action, prior to the solicitation.
