- The U.S. Coast Guard intends to procure Basic Tactical Operations Course (BTOC) Training for Joint Missions Training Center BTOC instructors. This proposed procurement is for services/supplies for which the government intends to solicit and negotiate on a sole source basis to: Government Training Institute Incorporated, 25 E. Fairview Ave, Suite # 251A, Meridian, ID, 83642. SCOPE: 1.) The Coast Guard will be purchasing, facilities rentals, classroom rentals, and range rentals, along with all necessary supplies to complete the BTOC training course (i.e. fast rope rappel tower, indoor blanks and locks, full bottle for Broco & Wilcox Mini Torch O2. 2.) The Joint Missions Training Center has an extremely tight training schedule, and the only time slot available for this training is November 8, 2009- November 20, 2009. The Government Training Institute was able to accommodate both the timing issue, without compromising the range or space availability. 3.) This course is required by the Joint Missions Training Center to insure that BTOC course instructors have the best training possible in order to execute courses for the United States Coast Guard. Note 22. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
