- General Information: Document Type: Sources Sought Release Date: November 02, 2009 Response Date: November 16, 2009 at 10:00 AM EST via e-mail to Contracting Specialist Contracting Office Address: Food and Drug Administration, Vida Niles Contract Specialist Description: This is a SOURCES SOUGHT NOTICE to be determine the availability and capability of small business (including certified 8(a), Small Disadvantage, HUB Zone one firms; veteran-owned small business, and women-owned small businesses. This information is being sought for information and planning purposes only and shall not be construed as an invitation for Bids, a Request for Proposals, Solicitation, Request for Quotes, or an indication the Government will contract for the items or services herein. This notice is not to be construed as a commitment on the part of the Government to award a contract, nor does the Government intend to pay for any information submitted as a result of this notice. The Government does not reimburse respondents for any cost associated with submission of the information being requested or reimburse expenses incurred to interested parties for responses to this source sought. Any response received will not be used as a proposal. No official solicitation currently exists in connection to this request for information (RFI). If in the future an official solicitation is released, there is no guarantee that sources responding to this Sources Sought will be included on the source list. **NO QUESTIONS WILL BE ENTERTAINED** The Food and Drug Administration (FDA), Office of Acquisitions and Grants Services (OAGS), Division of Acquisition Operations (DAO) is seeking to identify sources with capabilities or prior experience in food microbiology, food preservation, technology, and application of food science in support of FDA regulations and guidances. Scope of Work The individual shall have experience in instructional design of educational programs, and research. Food Processing & Technology Course (FD152): Develop and provide instructions/presentations on food processing technology history, basic heat treatment employed for manufactured foods, factors that affect microbial growth and control, microorganisms of concern in processed foods, preservation technology, and D-, z-, and F-value calculations for food processing and safety. Instructions/presentations will be provided during allocated time slots Monday-Thursday 8:00 am – 5:00 pm. Acidified Foods Course (FD202): Develop and provide instructions/presentations on food basic heat treatment employed for manufactured acidified foods, microorganisms of concern in acidified foods, application of food science principles in manufactured acidified foods. Instructions/presentations will be provided during allocated time slots Monday-Thursday 8:00 am – 5:00 pm. Aseptic Processing for Foods (FD405): Develop and provide instructions/presentations on food basic heat treatment employed for aseptic manufactured foods, microorganisms of concern in aseptic foods, and application of food science principles in aseptic manufactured foods. Instructions/presentations will be provided during allocated time slots Monday-Thursday 8:00 am – 5:00 pm. Science Advisor for Baltimore District Officer for New Hire Training: Develop and provide instructions/presentations on food microbiology, microorganisms of concerns, and intervention factors to the FDA Baltimore District Office for new hire training. Instructions/presentations developed by the contractor will include PowerPoint presentations with instructor notes (Notes Pages), and reference sources to reinforce lecture content. THIS NOTICE IS FOR PLANNING PURPOSES ONLY, and does not constitute an Invitation for Bids, a Request for Proposals, a Solicitation, a Request for Quotes, or an indication the Government will contract for the items contained in this announcement.
