Description
The Naval Air Systems Command (NAVAIR) intends to issue a sole source contract to Lockheed Martin Systems Integration (LMSI), Owego, New York. It is anticipated that this contract will be a five-year, firm-fixed price multiyear contract (or multiple year if congressional approval is not obtained) for the FY12 through FY16 (MH-60R Lots 10 through 14, MH-60S Lots 14 through 17) MH-60R/S Common Cockpits, MH-60R Mission Avionics Systems, and MH-60S Armed Helo (AH)/Airborne Mine Countermeasures (AMCM) weapons kits. This procurement will include the supplies and services necessary to manufacture, productionize, deliver and install the required number of complete MH-60R/S Common Cockpit (CC) kits, MH-60R Mission Avionics Systems, and MH-60S AH/AMCM weapons kits; incorporation of deficiency corrections (hardware and software); sustaining engineering, to include technology insertion, Government Furnished Equipment (GFE) changes, and obsolescence issues; systems/project management; logistics and engineering support (including non-recurring engineering); kits for trainers; kits for retrofit; diminishing manufacturing sources and material shortages (DMSMS); repair of repairables; associated MH-60R/S spares and provisioned items; end of life components; special tooling and test equipment; support equipment; and technical, administrative, and financial data. The Government estimates that it will procure approximately 150 MH-60R Common Cockpits, 69 MH-60S Common Cockpits, and 150 MH-60R Mission Avionics Systems. The Government plans to issue an Advance Acquisition Contract (AAC) for long lead material and associated efforts supporting this procurement. This requirement will be procured in accordance with the statutory authority permitting other than full and open competition under Title 10 U.S.C 2304(c)(1), as implemented by FAR Part 6.302-1, “Only one responsible source and no other supplies or services will satisfy agency requirements.” As the sole designer, developer and manufacturer of the MH-60R/S Common Cockpit and MH-60R Mission Avionics System, as well as non-cockpit avionics weapon kits for the MH-60S, LMSI is the only source with the technical data, knowledge and experience necessary to produce and integrate the MH-60R/S Common Cockpit and MH-60R Mission Avionics System in a timely and cost effective manner.
