- NOTICE OF INTENT TO NEGOTIATE A SOLE SOURCE CONTRACT TO SUE TRIVELPIECE, 15723 SALIDA DEL SOL, RAMONA CA 92065. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS AND NO SOLICITATION PACKAGE IS AVAILABLE, HOWEVER, VENDORS THAT BELIEVE THEY CAN PROVIDE THE SAME LEVEL OF SERVICES THAT FULLY MEETS THE GOVERNMENTS REQUIREMENTS MAY SUBMIT SUBSTANTIATING DOCUMENTATIONS IN WRITING TO THE IDENTIFIED POINT OF CONTACT WITHIN 10 DAYS AFTER PUBLICATION OF THIS SYNOPSIS, SUCH DOCUMENTATION WILL BE EVALUATED SOLELY FOR THE PURPOSE OF DETERMINING WHETHER OR NOT TO CONDUCT THIS PROCUREMENT ON A COMPETITIVE BASIS. A DETERMINATION BY THE GOVERNMENT NOT TO CONDUCT A COMPETITIVE PROCUREMENT BASED UPON RESPONSES TO THIS NOTICE, IS SOLELY WITHIN THE DISCRETION OF THE GOVERNMENT. ORAL COMMUNICATIONS ARE NOT ACCEPTABLE IN RESPONSE TO THIS NOTICE. THIS A SIMPLIFIED ACQUISITION WITH AN ESTIMATED VALUE OF LESS THAN $100,000. PURPOSE OF PROPOSED CONTRACT IS TO PROVIDE LEADERSHIP RESPONSIBILITIES FOR ECOLOGICAL SEABIRD STUDIES TO BE CONDUCTED AT A REMOTE ANTARCTIC FIELD CAMP AND TO PROVIDE PLOTS OF SATELLITE TRACKS OF FORAGING SEABIRDS. Statement Of Work Requirements The Contractor shall furnish the necessary personnel, material, equipment, services, and travel (except as otherwise specified) to perform the follow Statement of Work requirements. I. Background The Antarctic Ecosystem Research Division (AERD) manages NOAA's Antarctic Living Marine Resources (AMLR) Program. The AMLR Program has defined a study area in the vicinity of the South Shetland Islands, Antarctica. Each austral season, the AMLR Program conducts research surveys from a vessel platform operating in the study area. Within the study area, the Program has defined a large-area survey grid of approximately 108 stations around Elephant, Clarence, King George, and Livingston Islands. Additionally, the AERD manages two field camps, one on Livingston Island (Cape Shirreff) and the second on King George Island (Copacabana, aka Copa). The Copacabana field station is a research site where reproductive success and feeding ecology of breeding penguins have been monitored since 1976. II. Purpose Research conducted at the Copa field camp focuses on monitoring a suite of biological parameters of predators, primarily seabirds, during the breeding season. The purpose of this Contract is to provide leadership responsibilities for ecological studies to be conducted at the Copa field camp and to provide plots of satellite tracks of foraging seabirds. The Contractor shall be responsible for the opening procedures for the camp, and for providing the necessary training to field assistants. The Contractor will also be responsible for the satellite data describing the foraging activities of breeding penguins, including capturing and handling the animals to deploy the instruments, downloading and processing the data, and ultimately generating weekly plots of the tracking data. III. Contract Tasks A. Antarctic Field Camp Opening and Setup. The Contractor will travel to the Copa field camp, review the opening protocols and serve as Field Leader of the project through November 23. The Contractor will train the field assistants in the protocols used during the in-situ research studies, write a field activity report ("Sit Comm") at the end of each week, to be submitted via email to appropriate recipients (final list TBD but will include AERD and NSF contacts). The Sit Comms will be similar in content and format to Sit Comms provided in previous years by researchers working at a second AMLR field camp (Cape Shirreff). The Contractor will oversee all aspects of the research project during this time. B. Antarctic Field Camp Leader. The Contractor will serve as Field Leader of the project on site November 24 through January 1, 2010. The Contractor will oversee all aspects of the research project during this time and provide oversight of the research assistants at the field camp. The Contractor will write a field activity report ("Sit Comm") at the end of each week, to be submitted via email to appropriate recipients (final list TBD but will include AERD and NSF contacts); Sit Comms will be similar in content and format to Sit Comms submitted under Task A. C. Satellite Tracking Data. The Contractor will download and plot all ARGOS Satellite Tag data from foraging penguins at Copa and Cape Shirreff during the breeding season (January - February 2010). The Contractor will work with the AERD webmaster to verify that the plots are submitted in a suitable format for online posting. Updated plots and the corresponding data files will be provided weekly to the AERD webmaster, with the plots to be posted on the AERD website starting on Monday, January 4 and continuing weekly through 1 March. These plots will be posted in conjunction with the Sit Comms that will be submitted from the field camps. IV. Government-Provided And Contractor-Provided Property The Contractor shall furnish the necessary personnel, material, equipment, services, and travel (except as otherwise specified) to perform the Statement of Work requirements as presented herein. The Contractor will provide personal clothes, such as pants, shirts, undergarments, socks, etc. The Contractor will also provide personal effects that s/he might desire while aboard a transit ship or on the island. The Contractor will coordinate with the National Science Foundation/Raytheon to schedule travel from the Contractor's home to Chile with return. The Government will provide warm weather clothes such as raingear, parkas, gloves, and boots. The Government will also provide all tools, boats, and scientific equipment needed to complete the specific research duties listed above. V. Period Of Contract The start of performance for this contract is November 12, 2009 through March 1, 2010. VI. Reporting Requirements And Deliverables A. Antarctic Field Camp Opening and Setup. The Contractor will travel to the Copa Field Camp and serve as Field Leader of the project through November 23. The Contractor will write and submit field activity reports ("Sit Comms") at the end of each week as described in Section III.A. Completion Date: November 23, 2009. B. Antarctic Field Camp Leader. The Contractor will serve as Field Leader of the project on site November 24 through mid December (date TBD dependent on tour vessel schedule). The Contractor will write and submit field activity reports ("Sit Comms") at the end of each week as described in Sections III.A. and III.B Completion Date: January 1, 2010. C. Satellite Tracking Data. The Contractor will download and plot all ARGOS Satellite Tag data from foraging penguins at Copa and Cape Shirreff, and submit plots (and corresponding data files) to the AERD webmaster to be posted on the AERD website starting on Monday, January 4 and continuing weekly through 1 March. See also Section III.C for plot formats. Completion Date: March 1, 2010. VII. Completion Schedule A. Antarctic Field Camp Opening and Setup. Upon completion of the duties described in Sections III.A and VI.A, due November 23, 2009. B. Antarctic Field Camp Leader. Upon completion of the duties described in Sections III.B and VI.B, due January 1, 2010. C. Satellite Tracking Data. Upon completion of the duties described in Sections III.C and VI.C, due March 1, 2010. The Government does not provide insurance to the Contractor and under most circumstances is not liable for injuries suffered by the Contractor during the performance of duties.
