Description
RECOVERYThis project will be funded by the American Recovery and Reinvestment Act of 2009 (ARRA) and is subject to the reporting requirements of the action. In addition to the normal FAR clauses the following clauses apply to this solicitation: FAR 52.203-15 Whistleblower Protection, FAR 52.204-11 ARRA Reporting Requirements, FAR 52.225-21 Required Use of American Iron, Steel, and Other Manufactured Goods-Buy American Act-Construction Materials, FAR 52.225-22 Notice of Required Use of American Iron, Steel, and Other Manufactured Goods-Buy American Act-Construction Materials. The National Park Service will issue a Request for Proposal on or about 17 November 2009 to rehabilitate the exterior of Stirlings Quarters at the Valley Forge National Historical Park at King of Prussia, Pa. Performance will begin or or about 15 March 2010 and continue for 150 calendar days. The work of the project is requires painting, a partial Window and Door restoration. Stirlings Quarters is am 18th century masonry farmhouse. Many of the windows are inoperable having been painted in place. Sash, sills and frames have failing paint applications and much of the wood is in need of epoxy repair. Doors need repair or replacement due to age and use. A critical component of this work is the mitigation of impacts on historic building fabric. Therefore, the contractor and/or its proposed subcontractor must be regularly engaged in the rehabilitation of historic structures, fabrication and installation of historic windows and doors and demonstrate its ability to perform these functions in compliance with the U. S. Secretary of the Interior's Standards for Treatment of Historic Properties'. This procurement will be procured as Low Price Technically Acceptable in accordance with FAR 15.101-2. Offers will be required to submit a price volume and a technical volume. The factors to be addressed will be annotated in the solicitation. In accordance with Public Law 100-656, Small Business Competiveness Demonstration Program, this procurement is open to all sized businesses. All contractors experienced in this type of construction work may compete for this contract. Estimated project magnitude is between $250,000 and $500,000. This procurement is being issued as UNRESTRICTED and is therefore subject to Federal Acquisition Regulation 52.219-4, Notice of Price Evaluation Preference for Hubzone Small Business Concerns. The North American Industry Classification System (NAICS) code for this procurement is 238350 with a small business size of $14 million of annual average gross revenues of the total concern for the last 3 fiscal years. A small business concern is defined as a concern (including all of its subsidiaries) having less than or equal to $14 million annual average gross revenues of the total concern for the last 3 fiscal years.
