- RECOVERYThis project will be funded by the American Recovery and Reinvestment Act of 2009 (ARRA) and is subject to the reporting requirements of the action. In addition to the normal FAR clauses the following clauses apply to this solicitation: FAR 52.203-15 Whistleblower Protection, FAR 52.204-11 ARRA Reporting Requirements, FAR 52.225-21 Required Use of American Iron, Steel, and Other Manufactured Goods-Buy American Act-Construction Materials, FAR 52.225-22 Notice of Required Use of American Iron, Steel, and Other Manufactured Goods-Buy American Act-Construction Materials. The National Park Service will issue a Request for Proposal on or about 17 November 2009 to repair the exterior Stucco and Interior Plaster at the Philander Chase Knox Main House and Waggonseller Springhouse located at the Valley Forge National Historical Park at King of Prussia, Pa. Performance Period will begin on or about 15 March 2010 and continue for 100 days. The contract will be awarded with a base amount for interior repairs of 200sf and 100sf of exterior repairs for both buildings. Options will be included for additional amounts of square footage beyond the 200sf and 100sf. The work of the project is requires interior repairs to remove water damaged plaster and replaster, the exterior requires repair of cracks and fissures in rough stucco/mortar over stone masonry. These Houses are 18th century masonry houses. Water has migrated through the masonry walls and as a result the interior plaster has been affected in the Philander Chase Knox House and water has entered the masonry exterior wall and resulted in spaled stucco on the original stone at the Wassonseller Springhouse. A critical component of this work is the mitigation of impacts on historic building fabric. Therefore, the contractor and/or its proposed subcontractor must be regularly engaged in the rehabilitation of historic structures, fabrication and installation of stucco. Plaster and painting of those surfaces and demonstrate its ability to perform these functions in compliance with the U. S. Secretary of the Interior's Standards for Treatment of Historic Properties'. This procurement will be procured as Low Price Technically Acceptable in accordance with FAR 15.101-2. Offers will be required to submit a price volume and a technical volume. The factors to be addressed will be annotated in the solicitation. In accordance with Public Law 100-656, Small Business Competiveness Demonstration Program, this procurement is open to all sized businesses. All contractors experienced in this type of construction work may compete for this contract. Estimated project magnitude is between $100,000 and $250,000. This procurement is being issued as UNRESTRICTED and is therefore subject to Federal Acquisition Regulation 52.219-4, Notice of Price Evaluation Preference for Hubzone Small Business Concerns. The North American Industry Classification System (NAICS) code for this procurement is 238140 with a small business size of $14 million of annual average gross revenues of the total concern for the last 3 fiscal years. A small business concern is defined as a concern (including all of its subsidiaries) having less than or equal to $14 million annual average gross revenues of the total concern for the last 3 fiscal years.
