- <P>NASA/MSFC has applied funds from the American Recovery and Reinvestment Act (ARRA) of2009 in support of the Ares I Upper Stage Engine (USE) J-2X Project. The total amount ofARRA funding applied to this contract is $48.9 million. This is a modification to anexisting contract with Pratt and Whitney Rocketdyne (PWR) of Canoga Park, California. <P>ARRA funds supporting six technical tasks will be used to manufacture engine componentsand subcomponents for development engines: 10001, 10002, 10003, as well as Powerpack 2 tobe used for testing. Five of the six technical tasks are related to manufacturing andassembly of development engine components, including the: Oxidizer Turbopump (OTP), FuelTurbopump (FTP), Main Injector and Ignition System, Main Combustion Chamber (MCC), andExhaust Nozzle. The sixth technical task supports Gas Generator (GG) and Ignition SystemDevelopment Testing. The contract modification for this effort covers a period ofperformance from October 2009 through September 2010. <P>The Ares I USE contract was awarded on a sole-source basis. Due to the scope of theeffort being performed using these ARRA funds, the existing ARES I USE contract is themost appropriate contractual vehicle for the effort required. This contract modificationwas issued using the same cost-type contract arrangement that was established in the baseARES I USE contract award. A cost-type arrangement is appropriate due to uncertaintiesinvolved in contract performance that do not permit costs to be estimated with sufficientaccuracy to use any type of fixed-price contract in support of this effort. <P>
