- This is a SOURCES SOUGHT NOTICE for a Market Research ONLY to determine the availability of potential HUBZone firms for a potential HUBZone business category type set-aside. NO AWARD will be made from this Sources Sought. NO SOLICITATION, SPECIFICATIONS, OR DRAWINGS ARE AVAILABLE AT THIS TIME; therefore, DO NOT request a copy of a solicitation. Potential offerors having the skill, capabilities and personnel necessary to perform the described project are invited to provide feedback via e-mail to Ms. Susan Nott at susan.m.nott@usace.army.mil. All responses will be used to determine the appropriate acquisition strategy for a potential future acquisition. Particularly, the purpose of this NOTICE is to gain knowledge of potential small business sources in the following category: Certified HUBZone for Janitorial Services, Armed Forces Recruiting Center, Fairfield CA This project is planned for advertising in November 2009. The NAICS Code is 561720, the size standard is $16.5 million (average annual receipts for preceding three fiscal years), and the Product Service Code (PSC) is S201 Janitorial Services. The duration of the project is 1,460 calendar days (a base period of 365 calendar days, and three, l-year option periods). days (a base period of 365-calendar days, and three, 1-year option periods). PROJECT DESCRIPTION The Contractor shall provide all supervision, personnel, equipment, cleaning materials, supplies and tools to perform janitorial services for the Armed Forces Recruiting Center, Fairfield CA. The Government occupied space consists of approximately 3,695 sq ft., with approximately 18 recruiters, plus an unspecified amount of customers. Janitor service applies to all designated spaces, including, but not limited to, offices, restrooms, entranceways, halls, lobbies, test rooms and storage rooms. Work to be accomplished includes but is not limited to cleaning restrooms, replenishing all restroom supplies, cleaning office areas, vacuuming, dusting, cleaning entrance doors, drinking fountains, tile floors and inspects and removes any new carpet stains. Work also includes light bulb replacement, washing windows, cleaning furniture, walls and doors, high area dusting, window blinds, carpet cleaning, baseboards, strip and waxing floors, cleaning HVAC vents, restroom fan grills and ceiling light fixture shields. Contractor will provide supplies such as toilet tissue paper, liquid hand soap, sanitary napkin bags, toilet seat tissue covers and wastebasket liners. Contractor will furnish ceiling light bulbs, floor mats, batteries for ceiling mounted smoke detector and carbon dioxide detector. All work will be done during normal Federal workdays in daylight hours. CAPABILITY STATEMENT The following requests are designed to apprise the U.S. Army Corps of Engineers, Sacramento District, of any prospective HUBZone contractors project execution capability. Please provide your response to the following. The submission is limited to 4 pages. 1) Offerors name, address, point of contact, phone number, and e-mail address. 2) Offerors interest in bidding on the solicitation when it is issued. 3) Offerors capability statement demonstrating the Offerors ability to perform a contract of this magnitude and complexity and comparable work performed within the past 5 years brief description of the project, customer name, telephone number, timeliness of performance, customer satisfaction, and dollar value of the project) provide at least 3 examples. 4) Offerors HUBZONE certified status, the number of years in business, and your DUNS number. 5) Offerors Joint Venture information if applicable existing and potential. The Capabilities Statement for this sources sought is not a Request for Proposal or Invitation for Bid, nor does it restrict the Government to an ultimate acquisition approach. The Government is seeking short statements regarding the companys ability to demonstrate existing-or-developed expertise, past performance, and experience in relation the areas specified herein. Any commercial brochures or currently existing marketing material may also be submitted with the Capabilities Statement as long as the Offerors submission stays within the 4-page limit. Submission of your Capabilities Statement is not a prerequisite to any potential future offerings, but participation will assist the Corps of Engineers in tailoring requirements to be consistent with industry capabilities. This Sources Sought is for information and planning purposes only and is not to be construed as a commitment by the Government. The Government will not pay for any information or materials provided in response to this Sources Sought Notice and submittals will not be returned to the sender.
