- The Naval Air Warfare Center Weapons Division (NAWCWD) China Lake, CA intends to enter into negotiations on a full and open competition basis, for a firm fixed price, indefinite delivery, indefinite quantity (IDIQ) type contracts for machining and fabrication of various jobs. The jobs applicable to this procurement as a minimum will include Precision Machining, CNC Machining, Electromechanical Assembly, Heat Treat, Grinding Services, Fabrication and Assembly, Certified Welding Services, Sheet Metal and Fabrication with a minimum quantity of $500.00, and a maximum quantity of $100,000.00 per year for a total of $300,000.00 over the period of performance. The Government anticipates awarding multiple contracts for this requirement, although the Government reserves the right to issue a single contract depending on the solicitation responses and the technical capability of the offerors. Contract awardees will be allowed a fair opportunity to compete for orders valued at greater than $3,000 under this requirement. This contract will be awarded as a 100 percent Small Business Set-aside. The NAWCWD will identify the requirements and any special preparation pertinent to the specific job in each delivery order. Jobs procured as part of this contract will be considered time critical, therefore, special delivery requirements will be implemented. NAWCWD will issue any additional applicable data required by issuing electronic requests for proposals to all contract awardees. Contractors shall respond electronically with price, delivery and any other pertinent information by the time specified in the request. The NAWCWD will issue electronic delivery orders resulting from the proposals. The contractor shall provide supporting documentation and certification verifying compliance to applicable specification requirements for each product ordered. The solicitation will be posted on the Navy Electronic Commerce Online Website at http://www.neco.navy.mil and the FEDBIZOPPS website at http://vsearch2.eps.gov/servlet/searchservlet on or about 11/17/09 The solicitation will close on or about 12/17/2009. The Department of Defense requires all contractors to register in the Central Contractor Registration (CCR) database to receive any contract award or payment. The CCR website is http://www.ccr.gov. In accordance with FAR 4.1201, prospective contractors shall complete electronic annual representation and certification via the Online 'Representations and Certifications Application' (ORCA) at: http://orca.bpn.gov in conjunction with required registration in the CCR database.All responsible sources may submit a proposal that will be considered by the agency. Responses must include all information requested in the written Request for Quotation (RFQ). Evaluation for the award will consider response time delivery time, past performance/experience, technical capability, price and other factors. All responses shall be submitted in writing to the Naval Air Warfare Center Weapons Division, Code 254140D, Attn: Gayle Cline, 429 E. Bowen Road, Mail Stop 4015, China Lake, CA 93555-6108.
