Description
Explosion DynamicsContract Number DE-AP27-09RV15065 Modification A003 Synopsis The U.S. Department of Energy (DOE), Office of River Protection (ORP) plans to contract by means other than full and open competition. DOE ORP plans to award a sole source modification to Explosion Dynamics Consulting contract number DE-AP27-09RV15065. Explosion Dynamics Consulting will provide expert consulting services for ORPs Nuclear Safety Division to evaluate the conservatism in Hydrogen in Piping and Ancillary Vessel (HPAV) design criteria in the Waste Treatment Plant. DOE ORP requires consulting services for the Nuclear Safety Division. The contractor will provide documented risk perspectives for various WTP issues including but not limited to, (1) addressing the potential re-evaluation of the conservatism in Hydrogen in Piping and Ancillary Vessel (HPAV) design criteria. Because of concerns about the conservatism of the current accident analysis that provides the technical basis for the WTP design, additional perspective is needed concerning the potential impacts of minimizing the conservatisms to a more reasonably bounding criteria. One Senior Nuclear Safety Analyst will be provided to support this peer review. This modification for consulting and evaluation of the conservatism in Hydrogen in Piping and Ancillary Vessel (HPAV) design criteria in the Waste Treatment Plant is estimated at $30,000. It is estimated that the total contract price will be increased from $22,500 to $52,500. The Contracting Officer considers the estimated cost to be fair and reasonable. The statutory authority permitting this action is 41 U.S.C. 253(c)(1), which determines that only one responsible source exists and no other supplier or services will satisfy agency requirements. This notice is not a request for proposals, and none will be accepted; however, DOE ORP will review any information submitted by interested parties to determine if they could potentially fill similar requirements in the future.
