- The National Institute of Health (NIH), National Institute on Drug Abuse (NIDA) Office of Acquisitions, Station Support Simplified Acquisitions Branch on behalf of the National Institute of Mental Health (NIMH) intends to negotiate on a sole source basis with the Children's National Medical Center, Washington, DC, for professional service to support the NIMH's multi-faceted investigations into the neurocognition and neurobiology of autism. The North American Industry Classification System Code for this acquisition is 541990 and the business size standard is $7.0M. This is a time-and-material type acquisition. The NIMH Division of Intramural Research Program (DIRP), Laboratory of Brain and Cognition (LBC), Cognitive Neuropsychology Section (CNS) has an autism research program that operates multi-faceted investigations of the brain in autism through neurogenetic, functional and structural imaging, neurocognitive and diagnostic characterizations of children and young adults on the autism spectrum. Children's National Medical Center is responsible for providing: clinically and research valid diagnostic characterization of the participants in these studies who have an autism spectrum disorder; consultation regarding autism specific features and questions to be investigated; development of neurocognitive paradigms to measure clinically relevant features in autism; collection and databasing of cognitive data for phenotyping and hypothesis generation; and dissemination of scientific findings. Dr. Lauren Kenworthy and Dr. John Strang of Children's National Medical Center will provide their support to the NIMH-LBC. Dr. Kenworthy is the director of the Center for Autism Spectrum Disorders at Children's National Medical Center (CNMC), which serves families across the states of Maryland, Virginia and the District of Columbia with multidisciplinary comprehensive services for children on the autism spectrum. A trained pediatric neuropsychologist, Dr. Kenworthy has rare expertise with the high functioning children on the autism spectrum who are the focus of the NIMH Laboratory of Brain and Cognition's multi-faceted investigations into the neurocognition and neurobiology of autism. She has consulted with the LBC on its autism program since its inception in 2004. She has been instrumental in developing research paradigms and evaluation procedures, as well as training LBC staff in the cognitive assessment of individuals with autism. She has a detailed knowledge of multiple aspects of the ongoing project and plays a key role in the analysis and dissemination of neurocognitive data in this study. Dr. Strang has a PsyD degree in clinical psychology and has completed a clinical psychology internship at CNMC and is a pediatric neuropsychology post doctoral fellow in the Center for Autism Spectrum Disorders and CNMC. Dr. Kenworthy, with the assistance of Dr. Strang, will performing the activities related to the project including the following: • Weekly meetings with the LBC postbac IRTAs, Dr. Alex Martin, Chief of CNS, and postdoctoral fellow to discuss clinical and research aspects of the case; • Supervision of all diagnostic characterization; • Production of written reports describing diagnostic and neurocognitive findings from the study for participants who request them; • Oversight of neurocognitive data collection and management, and disseminating scientific findings both through publications and conference presentations. Dr. Kenworthy has the knowledge and the experience with the NIMH program and has been involved in the various activities related to the ongoing study. This makes Dr. Kenworthy uniquely qualified to perform the required service. No other source will satisfy the agency's requirement. The period of performance is to be twelve (12) months from date of award with option for one (1) twelve-month optional period. Place of performance is Bethesda, Maryland. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, the Government will consider response submit to ln18x@nih.gov on or before 11:00 AM ET November 9, 2009. All information furnished must be in writing and must contain material in sufficient detail to allow the government to determine if the party can perform the requirement. A determination by the Government not to compete this proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
