Description
Description: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes that only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number F3HSC19275A001 is issued as a request for quotation. This is a lowest price technically acceptable (LPTA) procurement IAW FAR 15.101-2. Tradeoff will not be utilized. Proposals will be rated as a pass or fail in meeting the minimum evaluation factors. Refer to the FAR 52.212-1 & 52.212-2 listed below for evalution factors. Funds are currently available. Quotations must be good for one month after the closing post date. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-04. The North American Industry Classification System (NAICS) code is 335312. The business size standard is 1000 employees. Offutt AFB intends to issue a Lowest Price Technically Acceptable (LPTA) Request for Quotation (RFQ) for the following items: Line Items: 2 Generators Contractor must be registered in Central Contractor Registration (CCR) prior to award. If not already registered in CCR, go to WWW.CCR.GOV to register prior to submitting quote. GOVERNMENT INTENDS TO ISSUE ONE (1) CONTRACT BUT RESERVES THE RIGHT TO CONSIDER PARTIAL BIDS.The clause at FAR 52.203-3 Gratuities (Apr 1984); 52.211-6 Brand Name or Equal; FAR 52.212-3, Offeror Representations and Certifications - Commercial Items, and the clause at FAR 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition; 52.233-3 Protest After Award; 52.233-4 Applicable Law for Breach of Contract Claim; 52.247-34 F.O.B. Destination; 52.252-1 Solicitation Provisions incorporated by reference; 52.252-2 Clauses incorporated by reference; 52.252-5 Authorized Deviation and Provisions; 52.252-6 Authorized Deviation in Clauses. The following AFFARS clauses also apply to this acquisition: 5352.201-9101 Ombudsman; 5352.223-9000 Elimination of Use of Class I Ozone Depleting Substances. 52.212-1, Instructions to Offerors - Commercial Items (June 2008) This is a Lowest Price Technically Acceptable (LPTA) procurment IAW 15.101-2. Proposal shall be evaluated as a pass or fail in meeting the below evalution factors: Factor 1- Generator Specifications. Provide 2 generators with the following specifications: 25Kw rated @ 125˚F and 8,000 ft. altitude, 4 Cycle, 1800 RPM, 41 HP Continuous, 12.6 Qt Engine/Radiator capacity, 6.1 Qt Oil Pan capacity with filter, 12 VDC Battery Voltage, Diesel Fuel. Weight must not exceed 1200 pounds dry. Must fit inside the following footprint: 31 inches wide by 79 inches long by 43 inches high. Must be compatible with Tactical Equipment Systems (TES) Environmental Control Unit (ECU) Model ECU 361048. TAN CARC Painted, all manuals and diagrams (wiring and fuel) etc..., aluminum Weather/Sound Attenuation Cover with 2 access panels on each long side. Fuel Tank, Curbside Electrical Control Access, Bottom Exhaust discharge, Fuel filter, Oil filter and battery rear trailer access, Over speed controls and oil pressure safety controls, Battery and Charger 208 VAC, 3PH, 60 Hertz. Factor 2 - Delivery Date. 2 Generators shall be delivered to Tactical Environmental Systems at 1276 State Route 50, Milford OH, 45150. The generators MUST be delivered no later than 18 November 2009. Factor 3 - Price. Price is a requried evalution area and will be assessed for reasonableness. 52.212-2, Evaluation-Commercial Items (Jan 1999) The Government will award a contract resulting from this combo to the responsible offeror who offer conforming to the combo will be most advantageous to the Government, price and other factors considered. This is a lowest price technically acceptable (LPTA) procurement. Proposal shall be evaluated as a pass or fail in meeting the below evalution factors: Factor 1- Generator Specifications.
