- 30 October 2009 This is the Military Sealift Command, Sealift Program Management Office, Washington, DC Subj: RFP N00033-10-R-5500 Ref: (a)SF 1449 (b)MSC DRYTIME 06 (Revised 02/06) MSC Sealift Program Management Office, Code PM52P, requests proposals for vessel capable of meeting the transportation requirements described below. The paragraph numbers below apply to the box layout of references (a) and (b) which are incorporated herein by reference (available on the MSC web site at http://www.msc.navy.mil, under “Contracts,” then “Proforma,” or upon request), which shall be the charter form of any contract resulting from this solicitation. By submission of a proposal, the offeror confirms agreement with all terms and conditions of this solicitation and the charter form, unless otherwise identified therein. NOTE 1: Funds are not currently available for this procurement. In the event funds remain unavailable, this procurement will be cancelled without an award being made. This Acquisition is: UNRESTRICTED, FULL AND OPEN 14. Method of Solicitation: RFP 18a. Vessel(s) Required: A U.S. or Foreign flag Self – Sustaining combination container/break bulk vessel to lift containerized cargo, reefer containers, flat-racks, break bulk, hazardous cargoes including ammunitions, and rolling stock. Charter is in support of military operations based in Diego Garcia, Indian Ocean. -- Speed/Operating Range/Draft: •Vessel minimum acceptable speed is Thirteen (13) knots when fully laden. •Vessel shall have a minimum operating range of 8,000 nautical miles. •Vessel maximum draft shall not exceed 35 feet. -- Container capacity: •Vessel shall accommodate a minimum of 330 twenty- foot equivalent unit (TEU) containers. Within the special 330 TEU capacity, vessel shall be able to accommodate various combinations of twenty-foot and forty foot containers with the ability to carry a combination of at least 110 forty-foot containers and 110 twenty foot containers. Vessels shall be able to accommodate all standard types of dry cargo containers, refrigerated containers, flat-racks and ISO tank containers. The vessel shall be equipped with sufficient quantities of matching stacking cones, automatic twist locks (SATL/IBC), container deck sockets, “D” ring fittings for container deck sockets capable of lashing break bulk cargo, chain and binders for lashing break bulk cargo and lashing gear for carriage and securing of all containers in stacks of two high minimum on deck. Vessel shall be capable of carrying a maximum of load averaging 14 metric tons (30,864 pounds) per container, 100 of which may weigh 22 metric tons (48,501), within acceptable limits for overall displacement (load line), trim, stability and hull stress as specified by the regulatory agency for vessel. •Refrigerated Container Outlets: Within the 330 TEU capacity specified above, vessel shall accommodate a minimum of fifty (50) reefer containers (twenty-foot or forty-foot) with outlets, supplied from the ship’s internal electrical distribution system, capable of sustaining refrigerated TEU containers operating on: 20 VAC, 3 phase, 50/60 Hz 220 VAC, 3 phase, 60 Hz 380-415 VAC, 3 phase, 50 Hz 440 VAC, 3 phase, 60 Hz -- Breakbulk Capacity: •Vessel shall have a minimum break-bulk cargo capacity of 115, 000 cubic feet bale with a minimum 10 feet clearance. •Vessel shall be capable of carrying break-bulk ammunition with proper segregation. The government will sheath holds as required. Vessel will be equipped with sufficient tie-down points (padeyes, D-rings, etc) to secure various types of break-bulk cargo or vehicles. -- Cargo Gear: •Vessel must be self-sustaining for loading and discharging break-bulk, containerized and vehicle cargoes. Vessel’s gear shall consist of booms or cranes with a minimum of 20LT Safe Working Load (SWL) lifting capacity at all hatches where twenty/forty foot containers are stowed. Hatches where forty foot (40ft) containers are stowed shall have cargo gear with a minimum of 30 LT SWL capacity. Vessel must be equipped with 20 ft and 40 ft spreader bars. Such spreader bars shall be supplied by the vessel owner. All lashing and securing gear for containers/break-bulk shall be provided by the owner. -- Hazardous Cargo: •The vessel shall be capable of carrying all types of hazardous cargo with proper segregations. Vessels shall confirm compliance with IMDG/CFR 49 regulations for carriage of hazardous commodities. Must submit with offer. Crew must be certified and documented for HAZMAT. -- Accommodations: •The vessel shall, at a minimum, accommodate 4 supercargoes in addition to Master, Officers and Crew. -- Deck Loading: •The tank tops intended for cargo stowage shall be designed to accommodate heavy vehicles, up to and including the M-1 Tank with a uniformly distributed load of minimum 525 p.s.f. these decks shall be capable of supporting the local loads imposed by such vehicles without recourse to mandatory parking patterns. These decks shall also be capable of supporting lighter vehicles with small footprints (which may impose more severe local loading and specific deck structures) such as fully loaded 2.5 ton trucks or forklift trucks. No grating is permitted on decks intended for cargo stowage. In accordance with the Cargo Preference Act of 1904 and Section IIIA.3 of the Voluntary Intermodal Sealift Agreement (VISA) (see 72 FEDERAL REGISTER 62898-62906, November 7, 2007, or most current reference), preference will be given to U.S. flag vessels and VISA participants. Under the Cargo Preference Act of 1904, any reflagging or repair work to: (1) enable the vessel to meet applicable standards to become a vessel of the United States; or (2) to convert the vessel to a more militarily useful configuration; must be performed in the United States. 2.
