Description
Memphis District Corps of Engineers anticipates award of three or more Multiple Award Task Order Contracts (MATOCs). The contracts will also be used to perform work anywhere within the boundaries or assignments of the Mississippi Valley Division (MVD) to support other facilities. The scope of work includes, but is not limited to preparing the existing levee crown and ramps for the placement of 4 in. of compacted crushed stone within the project limits, placement of barricades and project signs; and environmental protection incidental to the work. On or about November 16, 2009, this office will issue a Request for Proposals for a HUBZone Multiple Award Task Order Contracts (MATOC), for Levee Resurfacing. The range of the estimated value of the work will be stated in each task order. This solicitation will have a maximum shared capacity of $25.0 Million. A maximum of three or more contracts will be awarded under this MATOC solicitation. The contracts will be used for civil projects. The contracts are also authorized for use through the Mississippi Valley Division (MVD) of the U. S. Army Corps of Engineers. Evaluation criteria factors and other pertinent information will be available in the request for proposal with the award of the contract to responsible offeror(s) whose proposal conforms will all conditions of the RFP and also represents the overall best value to the Government considering technical expertise, past performance, management, financial capability, and price. The contracts will require the contractors to furnish all plant, labor, materials, and equipment to perform Levee Resurfacing work. The scope of work and authority to perform the work will be accomplished using task orders executed by the Contracting Officer. NAICS Code is 237990, $33.5 million small business size standard. The Contractor will be required to commence work within 10 days after notice to proceed and complete the work within the time period specified within each task order. The individual task orders will include provisions for liquidated damages in case of failure to complete the work in the time allowed. The proposer will be required to provide evidence they are bondable in the amount of $3,000,000.00. Performance and payment bonds will be required as specified in the individual task orders. Some of the task orders under this MATOC contract will be funded by the American Recovery and Re-Investment Act (ARRA) funding. All questions regarding this SYNPOSIS should be submitted in writing to the following e-mail address: Estella.C.Blackman@usace.army.mil. This acquisition shall be competed as HUBZone Set-Aside. This synopsis is for the purpose of a pre-solicitation notification only. This contract will be a firm-fixed price (FFP) Indefinite Delivery Indefinite Quantity (IDIQ) Multiple Award Task Order Contracts (MATOCs), with a base period plus two one-year option periods, for the U. S. Army Corps of Engineers, Memphis District for Levee Resurfacing with an estimated workload value of not to exceed $25,000,000.00 for MVM as well as MVD customers. The magnitude of this project is more that $10,000,000.00. To be eligible for contract award, contractor must be registered in the DoD Central Contractor Registration (CCR) database. Registration may be done via the CCR internet site at http://www.ccr.gov. Proposals are due on/about 15 Dec 2009. Any work executed under the MVM MATOC is limited to the geographical boundaries of the Mississippi Valley Division, U. S. Army Corps of Engineers. However, because MVM and MVD services customers whose boundaries exceed this geographical restriction, it is necessary to provide for maximum flexibility to ensure execution gaps can be covered. Therefore, it is anticipated that these contracts will execute up to an estimated 15% of the total MATOC capacity outside of the established geographical area as long as capacity exists and the contractors agree to perform the requirement.
