Description
The Department of Defense (DoD) Strategic Environmental Research and Development Program (SERDP) is interested in receiving proposals for innovative research in the areas of Environmental Restoration, Munitions Management, and Weapons Systems and Platforms that address the Statements of Need set forth in the Announcement under the SERDP Exploratory Development (SEED) program. This notice constitutes a Broad Agency Announcement (BAA) as contemplated in FAR 6.102(d)(2). Readers should note that this is an announcement to declare DoD SERDPs intent to competitively fund research and development for innovative and new environmental technologies and methods that test proof of concept during a one year effort. These projects will be funded at a level not to exceed $150,000 in total cost and approximately one year in duration. The Program Announcement and complete submittal instructions are found on the DoD SERDP web site at www.serdp.org/Funding/seed-nonfed/index.cfm. No request for proposals (RFP), solicitation, or other announcement of this opportunity will be made. Awards may take the form of contracts, grants or cooperative agreements. Submission of proposals is not restricted in any way to any particular entity. The government will not pay for any costs associated with the preparation of proposals nor initial preparation and submission of a project plan. To be eligible for consideration, readers wishing to respond to this announcement must submit a proposal in accordance with the instructions on the SERDP web site at www.serdp.org/Funding/seed-nonfed/index.cfm no later than 4:00 PM Eastern Time on Thursday, March 11, 2010. No electronic mail or faxed proposals will be accepted. Multiple awards may be made to address a particular SON. It is expected that awards totaling approximately $150 thousand will result depending on availability of funds. Proposals will be evaluated against the factors noted in the instructions. Successful SEED projects may be requested to submit a proposal for follow-on funding. The HECSA point of contact for non-technical issues is Mr. Damon Moore, 703-428-6117.
