- Description
- NASA/Goddard Space Flight Center (GSFC) has a requirement for continuingpost-launch technical support of the Solar Backscatter Ultraviolet Radiometer (SBUV)instrument support. These instruments are required and essential in monitoringthe stateof the Earths ozone layer. All 3 SBUV/2 Instruments are currently flying on the NOAAPolar-orbiting Operational Environmental Satellite System. Two of the instruments arefully operational and one is fully operational with some degradation of performance.Direct technical support is required whenever there is an observation, anomaly andinvestigation required with any of the three instruments.NASA/GSFC intends to issue a sole source Request for Proposal (RFP) to Ball Aerospace andTechnologies Corporation (BATC) for their continued technical support of theseinstruments. The resultant contract is anticipated to be awarded for a 4 year period ofperformance.BATC is uniquely qualified for this contract. The SBUV/2 Instrument is a unique andcomplex system which was designed, developed, fabricated and tested by BATC. BATC isuniquely qualified to provide the required effort for any anomaly investigations in realtime without any learning curve or delay. Due to the operational nature of the SBUV/2instrument, real time support may be required during any investigation. Further, BATC hasreadily available to them a library of technical documents, specification and other SBUVreference material necessary to perform any required investigation, evaluation, andanalysis.Statutory authority for this sole source procurement is 10 U.S.C. 2304 (c) (1)- Only OneResponsible Source. However, organizations who believe they can provide these serviceswithout any detrimental impact to the program mission should fully identify theirinterests and capabilities within 15 days after publication of the synopsis.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact no later than 5:00pm EST on November13, 2009. Such capabilities/qualifications will be evaluated solely for the purpose ofdetermining whether or not to conduct this procurement on a competitive basis. Adetermination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the Government. All responsible sources may submit an offer which shall be considered by the agency. Oral communications are not acceptable in response to this notice.The Government does not intend to acquire a commercial item using FAR Part 12. See Note26. An Ombudsman has been appointed.
