Description
Subj: Request for Information (RFI) Synopsis for Joint Concept Development and Experimentation (JCDE) and Joint Capability Development (JCD) Programs. Purpose:The purpose of this RFI is to conduct market research which will be used formulate an acquisition strategy to support services for Marine Corps participation in JCDE and JCD programs. The Regional Contracting Office, National Capital Region (RCO-NCR) is requesting responses from qualified businesses holding a GSA MOBIS 874 Schedule. The qualifying code for this effort is 541611. The Marine Corps Warfighting Laboratory (MCWL) operates its Joint Concept Development and Experimentation Division in Suffolk, VA to provide on-site support to United States Joint Forces Command (USJFCOM)-sponsored JCDE and JCD programs. The mission of JCDE Division, MCWL is to coordinate Marine Corps support to and participate in USJFCOM's concept development, experimentation, and joint capability activities with the purpose of positively shaping USJFCOM efforts to properly leverage Marine Corps contributions to future joint force development. All services will be performed at Suffolk, VA. Firms possessing suitable capabilities to support the JCDE mission should submit responses addressing the following objectives: The objective of this requirement is to obtain comprehensive support in the following areas and associated sub-areas:.JCDE Enterprise management oJCDE Campaign Plan development and assessmentoWarfighter Challenge development and analysisoJCDE Development Team and Executive Council support oJCDE best practices, processes, and policy refinement.Joint Command and Control (C2) capability portfolio management oJoint C2 capability development and integrationoJoint C2 architecturesoJoint C2 data strategyoJoint C2 core baselines.Joint Modeling and Simulation (M&S).Joint Concept Development oJoint doctrine assessment and joint concept development proposalsoJoint Operations Concepts (JOpsC) writing teamsoJoint and Service concept development wargames.Joint experiments and demonstrations oPlanning & designing joint experimentsoParticipation in and assessment of joint experimentsoDevelopment of transition strategies for joint experimentation products Responses to this RFI shall not exceed ten (10) pages, including cover letter and contact information. Subject response must contain: (1) Capability statement sufficient to demonstrate performance acumen directly related to the objectives of the JCDE and JCD programs; (2) Notations of time to complete previous, similar efforts and a description of any quality processes applied; (3) Link to the respondent's GSA MOBIS Schedule, or attached file of same; (4) Citation of any current, or past customers (i.e., within the past two (2) years) to include contract number, point of contact telephone number or e-mail address; and (5) other material relevant to establishing core competencies of the firm. NOTE: Issuance of this notice does not constitute any obligation on the part of the Government to procure these services or to issue a solicitation. No solicitation documents exist at this time; however, in the event the acquisition strategy demonstrates that GSA is a viable option for procuring a solution, only those firms responding to this RFI and considered most capable may be issued the resulting RFQ. The Government will not pay for information submitted in response to this RFI and responses to this notice cannot be accepted as offers. Any information the Contractor considers proprietary should be clearly marked as such.
