- THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Heart, Lung, and Blood Institute (NHLBI) Office of Acquisition (OA) intends to negotiate and award a purchase order on a noncompetitive sole source basis to Leading Edge Coaching and Development Inc.,3300 Crestmoor Bay, Woodbury, MN 55125, for the services as outlined below: The reference number NHLBI-PB-(HL)-2010-015-DDC. The period of performance for these tasks to be completed is from November 2009 – April 2010. Background Information: The National Heart, Lung, and Blood Institute (NHLBI) has a distinguished record of numerous scientific and research administration accomplishments. The NHLBI strives to maintain its legacy and overcome the challenges of high retirement eligibility among leaders, need for highly specialized and diverse skills, and priority changes. Therefore development and retention of prospective and current leaders is one of NHLBI’s strategic goals. Purpose and Objectives: This effort is to be conducted as part of NHLBI’s ongoing training and development activities and programs for prospective and current leaders. The purpose of this contract is to accomplish the following tasks: 1) provide team development activities for current leaders, and 2) collaborate with the NHLBI OWM to develop, plan, and facilitate team development activities for individual training sessions. Contractor Requirements: Independently, and not as an agent of the Government, the Contractor shall furnish the necessary services, qualified personnel, and materials, not otherwise furnished by the Government under the terms of the contract, to perform the following tasks: Task 1 - Initial Project Planning The Contractor shall meet with the NHLBI Project Officer (PO) within five (5) business days from the effective date of the contract award to review and discuss the plans for the implementation of each training session. The meeting shall include identifying the personnel that will conduct each training session, an assessment of the development needs of training participants, and a discussion on the needed training materials. This contract builds upon the annual NHLBI Leadership Retreat, designed for NHLBI employees GS-13 level and above and are considered to be prospective and current leaders within the Institute. The Contractor shall provide the necessary technical support to conduct team development training. The PO will provide the necessary background information to assist the Contractor in developing a customized training for NHLBI participants. The Contractor shall develop the materials required for each training session. All training materials must be vetted and approved by the PO. Task 2 – Team Development Training and Implementation Within ten (10) days after the contract award, the Contractor shall submit a plan that specifies the approach to be taken for conducting team development training tailored towards the needs of the NHLBI participants. The plan should include logistics to conduct training and an agenda that outlines the activities for a full day session. The PO will finalize all plans and agendas for each training session. The Contractor shall perform the following team development tasks as required by the NHLBI Project Officer (PO): The Contractor shall conduct eight (8) full day team development training sessions at locations specified by the PO. Each training session will be conducted at the Rockledge II (6705 Rockledge Drive, Bethesda MD 20852) and NIH Main Campus sites (9001 Rockville Pike, Bethesda MD 20892). The Contractor shall schedule dates for each training session and confirm each date with the PO. The PO has the right to change the date of a scheduled session in case of an unforeseen event. The Contractor shall prepare (i.e. develop and write) and submit all training materials to the PO no later than fourteen (14) days prior to each training session. The Contractor shall edit all training materials as requested by the PO. All training materials must be approved by the PO. The Contractor shall provide the PO with a logistical plan and agenda for each training session. The logistical plan shall include a description of all training activities to be conducted and its alignment with team development. The Contractor shall submit to the PO a logistical plan and agenda for each training fourteen (14) days prior to each session. The PO has the discretion to modify the logistical plan and -agenda. Under no circumstances shall the Contractor modify the logistical plan and agenda unless it is approved by the PO. The Contractor shall facilitate each training session and relevant discussions that will focus on developing relationships and trust, identifying effective strategies for team meetings, collaborative processes and behaviors, and team strengths and development opportunities. The Contractor shall conduct a follow up teleconference meeting with the PO to discuss the results of each training session. The follow up meetings must convene within ten (10) days post each training session. The meeting date and time will be determined by the PO. Government Responsibilities: The NHLBI PO shall provide the following: Provide the Contractor with pertinent information needed to develop customized team development training. Review and approve all materials needed for each training session. Review and approve the logistical plans and agendas for each training session. Ensure that a meeting space is secured prior to the training. Unsatisfactory performance includes: failure to submit required materials, plans, and agendas in the specified time frame, failure to conduct all contracted training sessions. In the event the Contractor’s performance is unsatisfactory, the PO can request new staff be assigned to the tasks. If the Contractor cannot provide the needed contract staff, the PO has the right to cancel the training sessions until contract staff is made available. The resumes and/or curriculum vitas of any new contract staff must be provided to the PO. The PO must be able to interview new staff. The PO will notify the Contractor of staff approval or denial by email. The Contractor shall notify the PO of any personnel changes in prior to each training session by email and letter. In the event the Contractor is unable to conduct training due to illness, or other unforeseen issues, the Contractor must notify the PO prior to each training session via email and letter stating the reason for cancellation and provide a future date for the training session to be conducted. The sole source determination is based on the fact that NHLBI participates in various leadership development and training programs supported by the Department of Health and Human Services (DHHS) and the National Institutes of Health (NIH). In addition, the NHLBI Office of Workforce Management (OWM) designs and conducts Institute-wide leadership development programs for staff, such as the annual Leadership Retreat. The retreat focuses on key topics that include: communication, individual strength, developing trusting relationships, and leadership connections. As a follow up to the annual Leadership Retreat the OWM identifies the need for team development activities that will strengthen core groups and further enhance the NHLBI leadership skills. The team development training will teach the participants how to: develop relationships and trust, assess team strength, identify effective strategies for team meetings, and to commit to new collaborative processes and behaviors. Team development training is an essential element needed to support NHLBI’s leadership development initiatives. Ms. Cindy Maher and Ms. Carol Grannis of The Leading Edge Coach and Devolvement Inc., conducted the highly successful program on leadership communications, emotional intelligence, and leadership presence at the Fiscal Yea (FY) 2009 Senior Leadership Retreat. The trainers were responsible for providing training cascaded to NHLBI middle and first level managers, as well as subordinate staff, during the second quarter of FY 2009. They bring more than 15 years of experience in leadership education, executive team development, performance management strategies and senior HR position. In addition, they incorporate their coaching skills to further enhance individual and group learning. Therefore, due to their knowledge and expertise skill and experience with the NHLBI culture, an award to any other source is not feasible or practical. The delivery point is the National Institutes of Health (NIH), National Heart, Lung, and Blood Institute (NHLBI), 6701 Rockledge Drive, Suite 6070, Bethesda, Maryland 20892. The notice of intent is not a request for competitive proposals. Only one responsible source and no other supplies or services will satisfy agency requirements. Industry Classification (NAICS) Code is 611430, Professional and Management Development Training, with size standard of $7.0 million, this is a small business set-aside. The acquisition is being conducted under FAR Part 13, simplified acquisition procedures, therefore the requirements of FAR Part 6 B Competitive Requirements are not applicable (FAR Part 6.001).and the resultant purchase order will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 05-37. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis, by November 13, 2009, 7:30am Eastern Standard Time. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct future competitive procurement.
