THIS IS A MARKET SURVEY AND NOT A REQUEST FOR PROPOSAL. RESPONSES SHALL BE USED FOR PLANNING PURPOSES ONLY AND SHALL NOT COMMIT THE NIH TO ISSUE A SOLICITATION FOR THIS REQUIREMENT. A MARKEY SURVEY is being conducted to determine if there are adequate Small Business, HUB Zone, 8(a), Woman-Owned, or Service Disabled Veteran Owned Business contractors for the project listed below. If it is determined that adequate competition exists, the NIH may set the requirement aside for competition among the selected group. All interested Small Businesses including, HUB Zone, 8(a), or Service Disabled Veteran Owned Business, Women Owned Small Business contractors should respond to this office in writing by mail on or before due date listed below. Responses should include: Identification of the interested small business (to include company name, address, DUNs, NAICS code, small business size and point of contact); Current Bonding Capacity; A short description and dollar value of each current project; Past Experience - Provide a brief description of projects substantially complete or completed within the last ten years which are similar to this project in size, scope, and dollar value. Projects considered similar in scope to this project include: laboratory buildings and laboratory research facilities. With each project experience provided, include the date when the project was completed or will be completed, location of the project, contract amount and size of the project, the portion and percentage of work that was self performed, whether or not the project was design/build, and a description of how the experience relates to the proposed project. Demonstration of knowledge and capabilities of your team in performing work using Building Information Modeling (BIM) during construction, and Description of which portion of the work you would perform with your workforce (utilizing in-house skills) vs. which portion you would sub-contract. The Government will neither pay for any material provided in response to this market survey nor return the data provided. This is NOT a request for proposal and does not constitute any commitment by the Government. Responses to this Sources Sought Notice will be used by the Government to make appropriate acquisition decisions. All interested sources must respond to future solicitation announcements separately from responses to this market survey. Contracting Point of Contact: National Institutes of Health 13 South Drive, RM 2E48 MSC 5711 Bethesda, MD 20892 Attn: Mona Parikh Project Description: This construction project is at the National Institutes of Health, Bethesda Campus, Bethesda, Maryland. It is located in Building 10, a 60 year old historic b uilding. Building 10 comprises three (3) sections: Clinical Center (CC), Ambulatory Care Research Facility (ACRF) and Clinical Research Center (CRC), with a total space of four (4) million square feet. It houses research laboratories, patient care units and utility/support spaces. The project consists of approximately 16,500 GSF of new construction within an existing three (3) story shell space at the juncture between the CRC and the ACRF adjacent to the existing Cyclotron; two specialized laboratories will be constructed and will be supported by new mechanical systems, utilities infrastructure, and a new infill structural floor (level B2.5) that will be built half way between levels B3 and 1 of the CRC. Additional office space will be added through the conversion of space in the adjacent parking deck. Based on updated floor plans, inclusion of new office space, and additional mechanical space, the changes in scope have resulted in an increase of 4830 gsf. Specifically the scope is as follows: The PET CGMP area will be located on the existing B3 level consisting of a hot cell lab with 10 lead-shielded hot-cells, supply and kit preparation room meeting classified clean room criteria; a receiving/quarantine/storage area; a chemistry support area and an analytical laboratory totaling approximately 6,100 GSF. The Radio-Chemistry Laboratory (RCL) will be located on the new infill floor (level B2.5) consisting of radiochemistry, organic chemistry and in-vitro labs with four hot cells, a number of fume hoods for organic synthesis and reagent preparation, and lab benches for analytical instrumentation such as gas chromatograph, mass spectrometer, IR and UV spectrometers, HPLC, melting point apparatus and sensitive balancing totaling 2,800 GSF. A new mechanical penthouse will be provided on the roof of the 3rd floor. The new Office space (1,000 GSF) at B3 level adjacent to the new Hot Cell laboratory, will convert existing Building 10/ACRF P3 parking spaces. All mechanical, electrical, plumbing (MEP) and fire protection (FP) utilities to support these spaces will be obtained from new infrastructure as part of this project or from existing CRC utilities.
