- This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet. NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Naval Sea Systems Command. This is a combined synopsis and solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Request For Quotation (RFQ) number is N66604-10-Q-0322. Incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-27. Size standard is $25 M. NUWC Division Newport intends to purchase the following items on a Sole Source basis from MathWorks. CLIN 0001 MATLAB Maintenance P/N SUBML QTY. 5 EA. CLIN 0002 Signal Processing Toolbox Maintenance P/N SUBSG QTY. 3 EA. CLIN 0003 MATLAB Maintenance P/N SUBML QTY. 3 EA. CLIN 0004 MATLAB Maintenance P/N SUBML QTY. 26 EA. CLIN 0005 MATLAB Compiler Maintenance P/N SUBCO QTY. 1 EA. CLIN 0006 Image Processing Toolbox Maintenance P/N SUBIP QTY. 1 EA. CLIN 0007 Neural Network Toolbox Maintenance P/N SUBNN QTY. 2 EA. CLIN 0008 Optimization Toolbox Maintenance P/N SUBOP QTY. 1 EA. CLIN 0009 Signal Processing Toolbox Maintenance P/N SUBSG QTY. 5 EA. CLIN0010 Symbolic Math Toolbox Maintenance P/N SUBSM QTY. 1 EA. CLIN 0011 Statistics Toolbox Maintenance P/N SUBST QTY. 1 EA. Required delivery is 2 days after award, F.O.B. Destination Naval Station Newport; Newport, RI. The MathWorks are the only known source for these items because they are the only known vendor which supplies the required proprietary software. All other timely offers will be considered. Offers for other products must contain complete product information and prices. FAR 52.212-1 Instructions to Offerors--Commercial Items applies. Evaluation will be in accordance with FAR 52.212-2 Evaluation--Commercial Items. Evaluation factors are technical capability, price and past performance. Each is equally important. FAR 52.212-4, Contract Terms and Conditions--Commercial Items and 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders--Commercial Items, and DFARS 52.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items apply.
