- DESCRIPTION: This is a Pre-Solicitation Notice for the following services under project number 442-11-103 (Cheyenne, Wyoming) - "Mechanical Systems Upgrades and Renovations, Phase 1" at the Cheyenne VA Medical Center, Cheyenne Wyoming. THIS ANNOUNCEMENT IS NOT A REQUEST FOR PROPOSAL; NO SOLICITATION PACKAGE WILL BE ISSUED UNTIL AFTER AN EVALUATION HAS BEEN MADE ON THE PROVIDED SF-330. The VA Medical Center is seeking professional architect/engineering firms to provide investigative services, construction documents, working drawings, specifications and cost estimates, and construction administration period services as required to 1. Replace emergency back-up air cooled DX chiller that serves the surgery suites air handling systems and ICU air handling system. The A/e shall investigate the existing cooling loads imposed on the existing chiller and make recommendations for the replacement of the unit with one sized to accommodate the connected cooling load. 2. Three of the out-buildings that house administrative functions need upgraded HVAC systems that meet current mandated energy efficiencies and provide capability to meet ASHRAE ventilation standards. 3. Investigate the basement level mechanical room that serves the east end of the CLC (Community Living Center) and make recommendations to relocate equipment to additional space that would be created from the adjacent crawl space. 4. Investigate the DX cooling only roof top that serves building 45 (Veterans Benefits Administration) and make recommendations to replace the unit based on cooling requirements for existing and projected occupant loads. The majority of the work will be mechanical including refrigeration and heating equipment, mechanical plumbing, ductwork, electrical, and architectural and structural as need to support mechanical modifications. etc. It is the intent to complete the design as early as possible in Fiscal Year 2010 to permit construction solicitation and construction award in the third quarter (April-June) of FY2010. Therefore this project must be completed within 90 days after award. Evaluation Factors for interested parties will be (criteria are listed in no particular order of importance) 1. Professional qualifications necessary for performance of required services. List of individuals/team who will be performing the work. 2. Specialized experience and technical competency of the AE's team that will be performing the work with similar type projects. 3. Capacity to accomplish the work in the required time. 4. Past performance on contract with government agencies and private industry. 5. Geographical location of A/E firm, knowledge of the Cheyenne area and estimated response time to Cheyenne VAMC to be on site physically. 6. Experience roles of key design personnel specifically on related projects. 7. Cost control and estimating effectiveness. 8. CAD capability. All work must be designed within a construction cost range of $500,000 to $1,000,000. Buildings are considered historic and AE will be required to coordinate with the state historical society. The AE will provide an initial estimate of cost to perform the above work and will design only those items that can be provided within the cost limitation. Submission requirements are the initial estimate and preliminary design submission, a 50% design submission, and a 95% design submission. The Medical Center must remain operational throughout the construction period and a detailed sequence of work will be provided by the AE to minimize impact of the construction. The AE will provide 4 sets of documents at each submission including a cost estimate and will provide a set of AutoCAD drawings and specs in Microsoft Word at the final submission. The AE will provide 10 sets of drawings and specifications for procurement.The NAICS code for this project is 541330.
