- This is a combined synopsis/solicitation for commercial itemsprepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested in response to this notice and a written solicitation will NOT be issued. This solicitation is being issued as a Request for Quote (RFQ). Submit only written quotes for RFQ DE-RQ75-10SW10213. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-29. This acquisition is a Small Business Set-Aside. The associated NAICS code is 611699 with a small business size standard of $5 million. This RFQ contains one (1) line item. The line item descriptions are as follows: CLIN 0001 Grounding and Rigging Training Course for Southwestern Power Administration employees. Vendor Requirements: Work Requirements: The Grounding course should be a training course in personal protective bonding and grounding for protection of electrical workers and should be designed especially for high voltage transmission line crews and electrician substation workers. The Rigging course should be a refresher course in mechanical rigging designed primarily for high voltage transmission line crews and electricians that are involved in building and maintaining high voltage transmission power lines or that rig and hoist material. Each session should be tailored to meet the attendees needs, based upon their education and experience. The trainer must have knowledge and experience in the high voltage transmission electric utility industry and expertise to converse with: apprentice and journey men high voltage electrical workers and with others in the various positions such as: grounds men, high voltage transmission lineman, high voltage transmission lineman foremen, high voltage transmission line supervisor or craft superintendent and/or high voltage transmission line electric utility safety manager. Grounding Training should cover the following subjects: *Bonding and grounding definition of *Purpose of bonding and grounding *How circuits may become energized sources of energization *Human body resistance to current flow *Resistance of grounding cables Page 2 Scope of Work- Grounding and Rigging Training *Goals of bonding and grounding *Effects of current flow through a human being *Voltage gradients *Step and touch potentials *Establishing an equipotential zone *Proper installation of wood pole grounding bars (pole bands) *Four rules of dead line work *Induction from nearby energized circuits: electrostatic and electromagnetic couplings *Substation ground grids (ground mats) *Worksite groundings vs. working between grounds *Proper installation, use, and care of grounding cables *Grounding of vehicles and equipment in the work area *Transferred potential rise in and near substations *Use of multiple grounding cables per phase * Purpose of three phase short and ground *Federal OSHA grounding requirements *Examples of incidents and accidents Rigging course should cover the following subjects: * Vectors description and application of in mechanical forces. * Ultimate strengths, safety factors, and working load limits of rigging components. * Proper rigging methods. * Rigging for raising and lowering of loads. * Rigging for stringing and dead ending of line conductors. * Mechanical advantages of multiple part lines. * Rigging sheave friction factors. * Sling angle factors. * Inspection of rigging components. * Knots and hitches. * Proper use of ropes, slings, shackles, hooks, hoists, etc. * Guy tension and pole compression relationship. * Line conductor weights, ultimate strengths, and dead end relationship. * Analyses of actual rigging failures. Copies of certification and/or experience will be required. The curriculum will be review for information that is compatible with high voltage electrical utility work standards. It is of high importance that the training is customized and is presented in a manner that is understandable to all levels from apprentice to journeyman to supervisor and manager as well as safety regulators. Training may be stopped and discontinued if the manager on site ascertains that the instructor is causing confusion to the attendees with the training information. Previous customers names and contact email address or telephone numbers will be required. 1. Deliverables: Copies of any tests or training curriculum, and the names of attendees that complete the training shall be provided to Southwestern Power Administration. 2. Schedule: Training shall begin on December 7 and end on December 10, 2009 3. Travel: Payment of travel and lodging will be based on government rate. 4. Locations of Training: Gore Maintenance unit, RR3Hwy 10, 74435-9802 and Jonesboro Maintenance Unit, 305 N. Floyd Street, 72401-1908 All quotes must be FOB Destination to include delivery of CLIN 0001. PROVISIONS: The following FAR provisions apply to this solicitation: FAR 52.212-1, Instructions to Offerors-Commercial Items; FAR 52.212-2 Evaluation -- Commercial Items (completed as follows): (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered.
