- The Department of Veterans Affairs, Service Distribution Center, Bldg 37, Hines, IL is conducting market research to identify potential sources for a contemplated contract for shredding of x-ray film and other documents containing sensitive data and asset recovery of silver and plastic prior to disposal. This Sources Sought Notice is to gain market knowledge of aforementioned services and potential small business sources and their size classifications: HubZone, 8(a), Small Disadvantaged Business, Women-Owned Business, Veteran Owned Business and Service Disabled Veteran Owned Business relative to North American Industrial Classification Code (NAICS) 561990 with a small business standard not to exceed $6.5M average annual revenue for the previous three years. Informational: The Department of Veterans Affairs has an annual requirement to process up to one million pounds of x-ray film and other documents for silver and/or plastic content prior to disposal. VA will deliver by truck up to 40,000 pounds of film and other sensitive documents to contractor's facility for same day shredding in the presence of a Government employee authorized to witness document destruction. Interested concerns should be familiar and comply with regulatory laws for handling, destroying, and discarding documents containing personal, private or other sensitive data in accordance with the Privacy Data Act, NAID and HIPPA. All contractor personnel handling VA X-ray film and other sensitive records must undergo and receive an acceptable Low Risk Background Investigation Certificate, comply with a Business Associate Agreement regarding the Privacy Data Act, and pass an on-site security and technical capability inspection prior to commencement of any work. Interested concerns shall provide a capability statement, specifying a cost effective method for assuring security of information and their standard chipping/shredding size of x-ray film. Include a description of contractor facility including security measures; such as, physical barriers, alarm systems, security cameras, security processes, security personnel, etc. Provide description of all equipment to demonstrate the capability to perform same day processing of, up to 40,000 pounds including paper records which may be delivered with the film along with sanitation process for asset recovery of silver and plastic/polyester contents. Also provide company name, address, point of contact, telephone, fax number, e-mail address, DUNS Number, business size and socio-economic classification. This sources sought notice is to assist the VA in identifying potential sources only. A solicitation is not currently available.
