Description
THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY. NO SOLICITATION IS BEING ISSUED AT THIS TIME. This is not a formal Request for Proposal (RFP), and shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. The 30th Contracting Squadron, Vandenberg AFB, CA is in the process of conducting market research to determine the existence of potential sources to perform Base-Wide Painting and Corrosion Control at Vandenberg AFB, CA. The applicable North American Industry Classification System (NAICS) code is 238320-Painting and Wall Covering Contractors. The contract type is planned to be a firm-fixed-price, single award, indefinite-delivery, indefinite-quantity contract. The performance period is planned to include a twelve-month basic year, with four twelve-month option periods. The estimated magnitude of the requirement, inclusive of options, is between $5,000,000 and $10,000,000. The Government is seeking to identify qualified, experienced, and interested SBA Certified 8A Program Participants with a Bona fide place of business in California capable of performing the type of work as described herein. A Bona fide place of business is a location where a Participant regularly maintains an office which employs at least one full-time individual within the appropriate geographical boundary; the term does not include construction trailers or other temporary construction sites. The contractor will provide all personnel, equipment, tools, materials, labor, transportation, supplies, supervision, plans and other items and services necessary to accomplish base-wide corrosion control and protective coatings requirements at Vandenberg Air Force Base (VAFB), California. The contractor will perform corrosion control and apply protective coatings on all completed and partially-completed exteriors of facilities and supporting structures, including but not limited to propane tanks, water tanks, generators, transformers, towers and roofs, to match existing color(s) and finishes. Work will include the repair of stucco finishes. The contractor will prepare interior surfaces and apply protective coatings on completed and partially completed interiors of facilities to match existing color(s) and finishes. The work will require the contractor to tape, bed and apply texture to unfinished drywall surfaces to obtain a uniform, smooth finish and to match adjoining surfaces, as well as to patch previously painted drywall to match existing finishes. The contractor will perform base-wide traffic striping and marking on all streets, roads, and parking lots, which on occasion may require preparatory surface grinding. The contractor will apply traffic markings to base airfields and helipads, conduct lead-based paint testing, perform wet scraping, perform bond coating, and provide lead based paint encasement services. The contractor will seal concrete floors designated for corrosive materials storage, abrasive clean concrete, and patch concrete floors. The contractor will perform painting in support of VIP/Special Interest Items and Events. This information is subject to change and is not binding upon the Government.
