Description
This synopsis is being posted to the Federal Business Opportunities (FBO) website located at http://www.fbo.gov, the Navy Electronic Commerce on Line (NECO) website located at https://www.neco.navy.mil/, and the Naval Surface Warfare Center, Crane Division, Acquisition website located at http://www.crane.navy.mil/acquisition/synopcom.htm. FBO is the primary point of entry to be used when access to synopses and solicitations from the World Wide Web is required. However, the NECO webpage as well as the Naval Surface Warfare Center, Crane Division, Acquisition webpage serve as alternatives if the FBO website is unavailable. This requirement is for Shipboard Protection System (SPS) Automated Acoustic Hailing Device (AAHD) Systems and associated Non-Warranty Repairs, Spares, and Data. The AAHDs shall be a rugged, ship mountable pan and tilt based loudspeaker system with very high directivity that is intended for long-range hailing and warning. The AAHDs shall meet the requirements stated in NSWC Crane's Purchase Description and Statement of Work for the AAHDs which will be released with the solicitation. These devices are anticipated to be procured utilizing FAR Part 15 on a sole source basis. The basis for sole source is ownership of technical data rights. It is estimated that the solicitation will result in a five (5) year ordering period Indefinite Delivery Indefinite Quantity (IDIQ) contract for 16ea. AAHDs. Delivery will be required FOB Destination, Crane IN, 120 days from contract award. The solicitation will be available on or about 17 November 2009 at the following address: http://www.crane.navy.mil/acquisition/homepage.htm. All changes to the requirement that occur prior to closing date will be posted to the Crane web site, FedBizOps and NECO. It is the responsibility of vendors to monitor the Crane web site, Fed Biz Ops and/or NECO for amendments that may be issued to the solicitation. For changes made after the closing date, only those offerors that provide a proposal will be provided any changes/amendments and be considered for future discussions and/or award. "No hard copies of the solicitation will be mailed". Interested sources must download from the www site listed and must contact Mr. Chuck Lakin. The North American Industry Classification System (NAICS) Code for this procurement is 334310 and the size standard is 750 employees Federal Supply Class 5831. This will be a firm fixed price contract awarded utilizing FAR Part 15.
