- The USDA Forest Service, Humboldt-Toiyabe National Forest, intends to acquire by contract the the rehabilitation of roads in the Carson Ranger District. This contract is to rehabilitate specific roads to make them inaccessible to motorized travel. The rehabilitation activity will include the delivery and placement of rock barriers for road closures and the construction of surface drainage features at intervals to intercept and dissipate surface runoff to minimize erosion. The Contractor is responsible for providing all labor, materials, equipment and transportation, to perform the work in accordance with the drawings and specifications. Seed mixes will be provided by the Government. Work shall consist of establishing road closures using rock barriers, minimizing the effects of surface runoff in disturbed work areas, and re-establishing vegetation with specified seed mixes. The principle work activities include, but are not limited to: oRipping established roadbeds; oConstructing angled water bars or rolling dips; oProviding and installing boulder barriers; oProviding and seeding disturbed areas; The magnitude of this project is between $ $100,000 and $250,000. The project is located within the Carson Ranger District; maps will be provided with the solicitation. The Forest Service intends to issue a solicitation for this project utilizing FAR Part 14 procedures for sealed bidding. This acquisition is 100 percent set-aside for HUBzone Business concerns. A single firm-fixed price type contract will be awarded to the responsible Bidder (IAW FAR Part 9, Contractor Qualifications) whose bid is of the lowest total price that meets the technical requirements outlined in the solicitation. Payment Protection will be required for this project and Davis-Bacon wage rates will apply to any resulting contract. This solicitation will be available on or about 12 November 2009. The period of performance for this project will be 120 days from the issuance of the Notice to Proceed. All responsible sources may submit a bid which will be considered by the government. In accordance with FAR 4.1102(a), prospective contractors must be registered in the Central Contractor Registration (CCR) database prior to award of a contract. Lack of registration in the CCR on the part of the bidder will render a bidder ineligible for award.
