Description
USAID/Indonesia Request for Proposal (RFP) No. Indonesia 09-015 Program Representasi (ProRep) Subject: Request for Proposal (RFP) No. Indonesia 09-015 PROGRAM REPRESENTASI (PROREP) The United States Government, as represented by the United States Agency for International Development (USAID) Mission to Indonesia, is seeking proposals from qualified organizations interested in providing the services described in the attached solicitation. USAID plans to award a Cost-Plus-Fixed-Fee completion type contract, with a total estimated cost in the range of $20 to $25 million, covering a total estimated period of five years comprised of a basic period of three years and two one-year option periods. The Program Representasi or ProRep project, will increase the effectiveness of representative groups and institutions in Indonesia, and, in doing so, bolster both democracy and good governance in Indonesia. The project will strengthen representation in three important areas: (a) it will build the capacity of member-and constituency-based civil society organizations (CSOs) so that they can better represent the interests of their members and constituents at the national and/or local level; (b) it will support independent analysis and public consideration of legislation and policies having a major impact on democratic governance; and (c) it will work with Indoensia's key representative bodies -primarily the House of Representatives (Dewan Perwakilan Rakyat or DPR), but possibly also the Regional Representative Council (Dewan Perwakilan Daerah or DPD) - to help them become more effective, responsive and transparent. Any questions regarding this solicitation and request for clarifications must be submitted to the Contracting Officer at rfp09-015@usaid.gov and to Ms. Johanna Gardjito at jgardjito@usaid.gov no later than November 09, 2009. No questions or request for clarification will be accepted after this date. Proposals must be received at the place designated and by the date specified in the Cover Letter of this RFP and must be considered valid for a period of 120 days from the solicitation closing date.
