ANSWER: Per the solicitation, specifically the attached Statement of Work, the training is primarily open road, highway driving skills (paragraphs 1.9 -1.15 and 1.17, 1.18). However, there is a portion labeled off road techniques and recovery (listed under SOW paragraph 1.15). 2. What type of MCs will be provided for training? ANSWER: Motorcycles will not be provided for the training for either students or contractor instructions. Per the solicitation under the section labeled CLINs 0005-0006 and the SOW Scope of Work: Each student will provide their own personal motorcycle for training purposes. Contractor instructors shall provide their own motorcycles, be a licensed MC rider, and properly insured. 3. Is there a preliminary schedule of dates for this training? If not, how will the training dates be determined and how much notice will the contractor be given? ANSWER: As stated in the solicitation, paragraph entitled Scope of Work: The training shall be conducted on a mutually agreed upon schedule totaling no more than 60 hours per training event over a seven-day period. Additionally per the questions: a. There are no preliminary schedule of dates. The dates will be set in the first meeting between the Government and the prospective awardee, after award is made. b. The Government will provide the awardee enough notice to allow for the flexibility of arranging travel and lodging. A minimum of 30 days will be provided for each course requested. 4. Is there a set date for these courses already or will that be open to the contractor? Also, is location, meaning where to start (the post) open to the contractor? ANSWER: The first part of the question was already answered in Amendment 2 on 23 OCT 09. The 2 nd part of this question is covered partly in the solicitation and SOW under unit locations. The initial training location/unit will be coordinated between the Government POC and the awardee after contract award. 5. How much time will each unit have for the course will it be 40-60hrs straight in a week or broken over a period of time? ANSWER: This question was partly answered in Amendment 2 on 23 OCT 09 - over a seven-day period. The awardee shall be authorized to deal directly with the Government POC after award. This coordination shall include course schedule for a specific unit. 6. How will invoicing be handled will this be an upfront payment or will it be at the completion of each class or after the group of classes are complete? How will payment be made, via DFAS of direct credit card payment? ANSWER: The awardee can invoice payment electronically after each course through Wide Area Workflow (WAWF) with payment coming from DFAS. Per the solicitation, please see Dept of Defense Federal Acquisition Regulation Supplement, Clause 252.232-7003 (Submission of Payment Requests and Receiving Reports). 7. Are there any special insurance requirements other then the instructor of the contractor being a licensed motorcycle holder? Are the soldiers covered under their own insurance plans or how do u want this? ANSWER: There are no special insurance requirements for contractors. The contractor instructors must have a valid MC license and MC insurance for the dates of the training. Expired MC licenses or insurance will not be deemed by the Government as meeting the performance specifications of the solicitation and subsequent contract. Government personnel will be licensed MC riders and have their own MC insurance. The contractor shall not be responsible for ensuring the military or Government are properly licensed or insured MC riders. 8. Do instructors need to hold any special certifications other than the operators license and experience? ANSWER: The solicitation and SOW do not require any special certifications. However, in accordance with the specific tasks (para 1.3 & 1.5), Basic Motorcycle Police Training is desireable as part of the Advanced Motorcycle Program of Instruction and will be part of the evaluation of technical capability.
