Description
This competitive combined synopsis/solicitation for commercial items is prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. Solicitation No. DTRT57-09-Q-80071 is issued as a Request for Quotation (RFQ). This solicitation is being conducted under Simplified Acquisition Procedures (SAP), FAR Part 13.5 and FAR Part 12. This solicitation document and incorporated provisions are those in effect through Federal Acquisition Circular 2005-37. The NAICS Code is 561210 and the small business size standard is $6.0 Million. The Government intends to award a Firm Fixed Price Purchase Order on a competitive basis. This is a Small Business Set-Aside. The John A. Volpe National Transportation Systems Center (Volpe Center) has a requirement to purchase maintenance and services to a York Codepak Chiller, Carrier Centifucal Chiller, and the Trane Absorption Chiller in accordance with the Statement of Work (SOW) below. STATEMENT OF WORK (SOW)-(BEGIN) The Contractor shall provide up to 240 hours of on-call service for the following equipment: I. One (1) 665 ton York Screw Chiller model number YSFCFBS5CUAS; II. One (1) 800 Ton Carrier Centrifugal Chiller model number 02XRV475DGS64/ R134A/ 480V/ 3/ 60; and III. Trane Steam Absorber model #ABSC07C4lC1C1C1B1BAEDpS1. The equipment is located in Building Number 5 at the following address: U.S. Department of Transportation Volpe Center 125 Munroe Street Cambridge, MA 02142 Services shall include the following tasks: 1) Initial start-up of chiller in Spring. Start-up shall include changing of oil and oil filters, leak testing of entire units, trimming of refrigerant, charging and if necessary, adding of refrigerant (up to 50%); 2) Cleaning of condenser tube and absorber tube bundles (steam chiller) both heads to be removed from chillers; 3) Initial testing and inspection of chiller controls and safeties; 4) Lubricate electric motor (screw only), and clean air passages and Meg -ohm motor windings; and 5) Remove heads on evaporator section for inspection of tube bundle. Eddy both current evaporators, condenser, and absorber tube bundles. The required on-call response time is no greater than 2 hours from receipt of a request from the COTR. The 2 hour response time is effective 24 hours a day, 7 days a week. IV. Drawings: There are no sketches or drawings accompanying this package. VI. Site Visit: An unpaid site visit can be arranged between the hours of 6:30 AM and 6:30 P.M. by contacting the Contracting Officer, Ms. Darcy Hubbard, at (617) 494-3816. VII. PERIOD OF PERFORMANCE: The period of performance shall be from date of award through September 30, 2010. STATEMENT OF WORK (SOW) --- (END) Proposal Pricing: The Contractor shall provide pricing in accordance with the above SOW. Proposals shall include one unit price for the three chillers. The items are as follows: CLIN 0001 Contractor shall provide maintenance and service to one (1) York Codepak Chiller (665 tons), One (1) Carrier Centifucal Chiller (800 tons), and One (1) Trane Absorption Chiller (600 Tons) Unit Price ________________. Instructions to Offerors: The signed offer must be submitted electronically via e-mail to Darcy.Hubbard@dot.gov no later than 2:00 P.M. EST on November 06, 2009. The offer should be addressed to the following: U.S. Department of Transportation, Volpe National Transportation Systems Center, Attn: Darcy Hubbard, RVP-32, 55 Broadway, Cambridge, MA 02142. FAR 52.212-1, Instruction of Offerors-Commercial Items is hereby incorporated by reference; an award will be made to the Offeror whose offer is considered to be the most advantageous to the Government, based on price. All Offerors must include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items. The Offeror is reminded that as of January 1, 2005, it must provide Certifications and Representations online at least annually via ORCA at the following website: http://orca.bpn.gov. FAR Clause 52.212-4, Contract Terms and Conditions-Commercial Items, is hereby incorporated by reference. FAR Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items are hereby incorporated by reference. The Government will not pay for any information received. The following notice is provided for informational purposes for Minority, Women-Owned and Disadvantaged Business Enterprises. ATTENTION: Small and Disadvantaged (SDB), Women-Owned, and Disadvantaged Business Enterprises (DBEs). The Department of Transportation's (DOT) Short-Term Lending Program (STLP) offers working capital financing in the form of lines of credit to finance accounts receivable for transportation-related contracts. The Maximum line of credit is $750,000. The STLP loan has a variable rate, which is connected to the prime rate.
