Description
The Strategic Studies Institute (SSI), United Stated Army War College (USAWC) Academic Engagement Program, seeks collaborative, mutually beneficial, conceptual research partnerships with distinguished academic and other institutions for addressing key national security issues. Partnership with the US Army War College will assist these institutions in becoming or continuing as centers of excellence for the study of national security. Although there are many informal methods for encouraging collaboration, the Request for Proposal will solicit specific formal partnership through the conduct of scholarly colloquia designed to produce conceptual research and publishable unclassified works absent copyright restrictions. The normal end products of the academic colloquia envisioned by this RFQ are scholarly presentations, research papers, monographs or books published by the Strategic Studies Institute (SSI). The research products assess and make recommendations on strategic issues and national security policies important to the Army and are used in the professional development of USAWC faculty and students. Additionally, SSI distributes its publications to key leaders in the Army and Department of Defense, the broader military educational system, Congress, the media, other domestic and international think tanks and defense institutes, and major colleges and universities. The period of performance will be for one year beginning on the effective date of the contract at least. Offerors may submit pricing to include up to four one year option periods. The maximum length of a contract is five years. An offeror may decide to propose for just the base period or one, two, three, or all four option periods. Offerors must be registered in the Central Contractor Registration (http://www.ccr.gov) to be eligible for award. The Government reserves the right to select for award, all, some or none of the proposals received and make multiple awards on a best value basis. Evaluations will be conducted by a Source Selection Evaluation Board (SSEB). It is estimated that the solicitation will be released on or about 15 November, 2009 with a closing date on or about 14 December, 2009.
