- This is a combined synopsis/solicitation for commercial items prepared in accordance with Federal Acquisition Regulation (FAR) 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation is attached to this announcement. Solicitation Number N8304090568 is issued as a Request for Proposals (RFP) for replacement and installation of Double Metal Doors at Jaggar Museum located at Hawaii Volcanoes National Park, Hawaii National Park, Hawaii 96718. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-35 dated 07/15/2009. This acquisition is conducted under a Small Business Set-aside. The North American Standard Industrial Classification System code is. 238290 and the small business size standard is $14.0 million. STATEMENT OF WORK REQUIREMENTS Background:Two sets of double metal doors, now existing, at the front and side of Jaggar Museum do not lock properly. Most days, doors are propped open for the flow of visitors. On many days, rain comes in through the open (side) doors, saturating the carpet. On vog days, high SO2 concentrations enter the building. Two back steps do not have hand rails. Light from interior spaces is polluting the patio area and affecting night viewing of the Halema'uma'u vent, and star gazing by park visitors. Hawaii Volcanoes National Park has a requirement for replacement of two double metal doors at Jaggar Museum. Doors are located at front entry and side entry on visitor patio/overlook. Replacement of Doors includes hidden panic bars, locking mechanism, kick plates, and all components now present. In addition to replacement of doors, installation of electronic openers with inside and outside buttons, overhead blowers, and manual shut off controls for both electric doors and air curtains, is required. Some method to prop open doors on nice days is required. Existing doors are NOT electric but electric wiring is present overhead on lit EXIT signs. Installation of electric door controls/buttons will require cutting into existing stone, concrete and/or asphalt. Installation of indoor button(s) will be on interior wall(s). Roll down window blinds with a chain system, for lowering and rising is needed. Blinds are to cover 15 windows at 42" x 59" each. Blinds may be approximately 86" to cover two windows at a time. Mounting should be above the windows to avoid blocking airflow through transom windows above. Blinds should reduce light 70% to 80% on exterior patio. Stainless steel railings are needed at the back steps. Two railings, approximately 36" long will be installed at each of two corners. Railings should be installed as to not interfere with open doors or block pedestrian flow when doors are propped open. Railing base can anchor into the first step and top step, which are concrete, to avoid anchoring into asphalt of lower level. Railings should be compliant with ADA/ADAAG standards for accessibility. OBJECTIVE: The doors at Jaggar museum need to be electronic for accessibility access. They need to have an electronic shut off control for days when they will be propped open for 8+ hours. They need to have air curtains installed above so that on vog days, when doors are opened, air pressure prevents/reduces vog from entering building. Air curtains also require manual shut off switch for days when doors are propped open all day. Proposals shall be submitted via e-mail. Proposals shall include the following information: (1) Include a minimum of three references to document ability to meet delivery schedules on projects of similar scope. Include name of company, contact name and phone number, description and dollar value of project. (2) Description of country of origin for the item; (3) Completed copy of FAR 52.212-3, Offer or Representations and Certifications-Commercial Items, and/or listed within ORCA. The Government will award a firm-fixed price contract, resulting from this solicitation, to the responsible offeror, whose offer conforming to the solicitation will be the Best Value to the Government. The Best Value is the most advantageous offer, price and other factors considered, and consistent with the Governments stated importance of evaluation criteria. Price will be a factor in the award decision, although the award may not necessarily be made to that offeror submitting the lowest price. The following factors shall be used to evaluate offers: Price; past performance; compliance with solicitation requirements. Therefore all quoters must submit, their best price and technical data for evaluation. The government intends to evaluate quotes and make award without discussions with offerors (except clarifications as described in FAR 15.306(a)). Therefore, the offerors initial quote should contain the offerors best terms from a cost or price standpoint. Do not assume you will have the opportunity to clarify, discuss or revise your offer. Offeror may, at the discretion of the Government, be asked to provide more information and clarification regarding their offer/quote. Request for such information does not constitute discussions. The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary. The Government reserves the right to make award without further discussion.
